According to Tejarat News, the issue of negotiating with the Chinese to enter the construction of housing in the form of the Law on the Leaps of Production and Supply of Housing was first raised on October 19 by a member of parliament. Although he denied his statements, the then officials of the Ministry of Roads and Urban Development, while pointing to the use of the power of foreign companies in order to improve construction technology in Iran, said that foreigners are not supposed to build housing, but to import technology.

Now again, with the visit of the President to China, another news was published that negotiations were held by the Minister of Roads and Urban Development with the Chinese parties for the construction of four million residential units, and the Chinese party rejected this request.

Although this news was denied by the Ministry of Roads and Urban Development, there are still whispers about the presence of the Chinese to implement this plan.

Now the question arises, why should a foreign investor be used to implement this plan despite the capacity of domestic mass producers?

Are there any negotiations?

In this regard, Mohammad Mortazavi, the head of the mass builders’ association of the country, told Tejarat News: Fortunately, news was published from the Ministry of Roads, which denied this issue. But the worrisome thing is that it was mentioned that good news regarding housing and agreements with the Chinese will be announced soon, this raises the suspicion that there are negotiations but no agreement has been reached yet.

He continued: I want to analyze this issue from several angles; First of all, there are many developers and mass builders in our country who benefit from good capacities and financial ability, and in the large Mehr housing project, they have proven that they have good implementation facilities and can increase their internal capacities in an organizational manner. They are even able to finance projects.

Why has the national housing project not been successful?

Mortazavi also said in this regard: What has caused the National Housing Movement to fail is not that there are problems in the field of mass construction in the country, but the problem of the National Housing Movement is the financial model of the National Housing Movement, which is the most important part of it. Also, financing is the responsibility of the banks in the form of providing financial facilities and the applicant’s contribution, which is the responsibility of the families.

The head of the mass builders’ association of the country explained: Since the national housing is considered a supportive housing, often families who do not have a good financial condition participate in this plan.

He added: In general, the banks are not able to provide financing and the applicants cannot open an account due to the limited resources of the people. As a result, this financial model is an inefficient model that has led to the failure of the national housing movement and a solution should be thought of.

The solution to the problems of the National Housing Movement project

Mortazavi said about a solution for this: One of the good solutions that mass builders and developers have proposed to the government is to use the financial capital of mass builders. As the Chinese are targeted for financing (a country that is not familiar with the construction culture and facilities and capacities of Iran), the domestic mass builder is also interested in this investment.

Regarding the entry of foreign countries to carry out domestic projects, the head of the National Association of Mass Builders said: Anyway, when foreign countries enter the country as investors, a large part of the resources and equipment that can create employment in the country and a large part of the labor force, engineering services and It includes other jobs and is removed.

He continued: In general, this issue cannot be a good thing in the country’s economy, and even if certain technologies are to be used in our country, all matters must be transferred to the private sector, because the private sector can be a good actor in the meantime, and the events form good

Construction of rental units

Mortazavi also suggested another solution to the problems of the National Housing Movement project and said: Another part of the construction can be the construction of rental units. Private rental companies that build part of the projects as rental houses and in return for these constructions, either land is cleared with them or projects are released and finally it provides the possibility of pricing them.

The government is unable to build 4 million houses

The head of the mass builders’ association of the country finally stated: This ideal created so that the government will build four million units must be broken. It is not possible to build four million units in this government. While building one million housing units in this government with the help of the private sector is also a big event.

Of course, these issues are while the desire of domestic mass builders for construction has decreased to a great extent in the past years. Inflation and high prices increase the price of materials and other related things every day, and this makes there is no predictable profit for mass builders.

Also, the government still owes mass builders a seal for housing projects, and it is not clear that there is still an acceptable desire to participate in national housing projects on the part of most mass builders.
