The building, the design and construction of which started in 1371, but due to several reasons, or maybe some people did not pay attention to preserving the heritage of the past, or underestimated the importance of the film as a heritage and historical document, and of course, economic constraints and insufficient budget allocation, so It progressed so slowly that none of the previous governments managed to complete, equip and open it.
