With which credit does Tehran Municipality build houses? / Zakani’s empty promises to build housing

According to Tejarat News, Alireza Zakani, the mayor of Tehran, has published a note on his virtual page regarding the number of MOUs for housing construction with various institutions. According to this note, Zakani claimed that in the last 21 months, 36 memorandums of understanding for the supply of 550,000 residential units have been closed with several institutions.
Also, according to Zakani’s claim, so far 184 projects with a capacity of 148 thousand residential units have entered the process of issuing permits. The mayor of Tehran has stated that the policy of the previous managers was to drive low-income people out of Tehran, and with these measures, the number of building permits increased from 30,000 in 1392 to 5,400 in 1400, and housing prices increased more than 9 times.

This claim is made while the housing market has been in a more critical condition than the previous day every day for the past few years. Now the inflation factor as a crisis-creating lever in the housing market has risen to such an extent that the construction of residential units in the country has reached its lowest level in the past years.
On the other hand, it should be noted that signing the memorandum and going through the process of obtaining a construction permit, considering the current state of Iran’s economy and the government’s budget deficit, are only the initial stages of a plan and are not a reason for the definite implementation of projects. The report of the Majlis Research Center on the provision of housing for low-income groups in the 6th Development Plan is also a proof of this issue.
In other words, first the plans must be implemented, the received and consumed budgets must be announced so that its achievements can be determined according to the statistics; Only the signing of several clauses of the memorandum and agreement is not a reason to declare that the solution to the housing crisis in the country has been conquered!
Unimplemented housing projects in the sixth plan
According to the report of the Majlis Research Center on the provision of housing for low-income groups in the 6th Development Plan, part of the law provisions of the 6th Plan were aimed at providing housing for the low-income groups and eliminating their residential poverty.
Part 1, Clause C, Article 80 of this law also indicated that the government is obliged to formulate a supportive housing program with the aim of helping to build and buy private and social housing; But during the years of implementation of the mentioned program law, this component has not had any function.

The notified quota of this plan has been 673,000 residential units in the total years of implementation of this law, of which only 371,000 units have been built or completed so far. In this way, the performance of the programs of this component in the years of implementation of the sixth law was 37% and its performance based on the notified quota was 55%.
Part 2 of this clause, which stipulated that 750,000 residential units for the low-income urban strata should be built by the end of the law, has had a poor performance and has been awarded to only 300 applicants so far.
In this way, since even the sixth law of development, despite the allocation of credit, has not been able to go anywhere in the construction of housing, isn’t it better for the mayor of Tehran to inform more carefully about his achievements in the field of housing construction, before even making a fuss about it? Is it on the ground?
Housing construction problems in the country
The construction industry, along with other industries of the country, has a direct relationship with the general inflation in the society. The growth of inflation and as a result the increase in the price of building materials and other issues related to construction has greatly reduced housing construction in the country and plunged it into stagnation.
The decrease in construction has made transactions difficult from the supply side, and another problem has added to the problems of the housing market. The promises regarding the construction of one million residential units per year have not yet been fulfilled and the 13th government has not delivered even one built unit to the applicants after two years.
With this description, is it practical to build 550,000 residential units by Tehran Municipality? However, no specific time has been mentioned for the construction of these projects, and it seems that it is better for Zakani to clarify more about the construction of about half a million residential units in the current conditions of the country.
To This arrangement should be determined exactly in which geographic locations and with what specifications are these projects going to be built? At the same time, Zakani should explain where the financing for the construction of these projects will come from? Especially, all these memorandums have been signed with the government institutions that are the trustees of Bait-al-Mal, and in this way, the line of credit for the construction of these units should be made clear. On the other hand, it should be determined how long Tehran Municipality will deliver these residential units to the applicants!
