This importance has been emphasized both in the promises of the honorable president and in the housing production surge law approved by the Islamic Council.

Housing construction is related to 130 industries in an anterior and posterior manner, and its activation can cause prosperity in various industries and create employment. Also, providing housing for tenant and homeless families creates high welfare.

*Employment created by housing construction in the country’s economy

In this regard, Hamid Behzadi, an economic expert, said in an interview with Fars Economic Correspondent: “When the housing construction locomotive in the country picks up speed, the employment of 2.5 people per 100 meters of house construction will be provided directly and indirectly, and this issue can be provide the basis for solving people’s problems. In this regard, it is necessary to pay serious attention to the obstacles of housing construction, including its financing.

He added: With the construction of 1 million houses, 2.5 million jobs will be created and the country’s unemployment rate will be the lowest in the last 10 years.

This economic expert said: Currently, the most active construction project in the country is the Water Supply Jihad project to supply water to 10,000 villages in the country, and its employment effects have been seen across the country, and speeding up the construction of one million houses per month can be similar to the Water Supply Jihad project.

* The performance of the banking system in paying housing construction facilities

According to Fars report, according to Article 4 of the Housing Production Jump Law, “Banks and non-banking credit institutions are obliged to allocate at least 20% of the payment facilities of the banking system every year with the interest rate approved by the Money and Credit Council to the housing sector, in the first year The implementation of the law should not be less than 3 million and 600 thousand billion Rials of facilities for the units subject to this law, and for the coming years, the minimum resources of the mentioned facilities should be increased by increasing the percentage of Sadr al-Zekar according to the annual inflation rate.

Referring to the statistics of the Ministry of Roads and Urban Development in this context shows that in the first year of the implementation of this law, the banking system has contracted only 64 thousand billion tomans of facilities for the national housing movement plan, of which 52 thousand billion tomans belong to the Housing Bank and the rest to other banks. . It should be noted that out of the 64 shares mentioned, about 52 shares are related to the construction of urban housing, of which 50 shares are the shares of Maskan Bank and only 2 shares are the shares of other banks.

In other words, these numbers show that apart from Maskan Bank, other banks have not fulfilled their obligations, and this is one of the reasons behind the delay in the construction of one million housing units. Naturally, with such conditions and the lack of action of the banking system, land remains one of the most important productive sectors of the country, in accordance with the conditions of the country.

* The central bank should transfer housing and building facilities to the construction sector

On the other hand, referring to the statistics of the Central Bank in the field of payment facilities by banks, it shows that in the first 9 months of 1401, the banking system paid about 180 thousand billion tomans of facilities to the housing and construction sector. The housing and construction sector includes commercial, office and residential properties, as well as infrastructure such as roads, railways, etc. This statistic clearly shows that if the Central Bank can organize the current facilities provided to the housing sector by the banking system and obligate the banks to allocate these facilities to the National Housing Movement Plan, a large part of the current problems of housing construction financing will be solved. will be resolved.
