Is this non-standard space of 25 meters available after two to three years (as announced) with the current construction price of 25 million tomans per meter, or is it supposed to revive the memory of the construction and delivery of Mehr Ahmadinejad’s housing?
Where did the idea of building a 25-meter house come from?
After the idea of building 25-meter houses, which was proposed by the municipality, was rejected, now four years later, in the shadow of the 13th government’s recklessness in the field of housing and the inability to control the inflation of construction costs and the finished price, this plan is back on the table. It has been proposed by the Union of Construction Cooperatives of Tehran.
Of course, this union considers the plan as its own idea and proposal, but it should be noted that earlier, an official in the Ministry of Roads and Urban Development had mentioned it in an internet program. The news, of course, was covered by Tejarat News and provoked the reaction of the Ministry of Roads. Finally, in a statement, the Ministry of Roads and Urban Development shied away from the burden of responsibility for such a controversial plan and denied its relationship with it.
Only a few days after the rejection and denial of this plan by the Ministry of Roads, the CEO of the Tehran Construction Cooperatives Union in an interview, considered the plan to build 25-meter houses as belonging to this union and said that the project is being keyed in Tehran and Alborz. It is a test case.
In this way, not only the plan to build 25-meter houses is not a new issue, but despite the denial of the Ministry of Roads and Urban Development, it seems that at least this ministry agrees with this plan because it largely removes the media pressure and demand from this ministry. It diverts attention from the backwardness of the National Housing Movement to the newly announced 25-meter housing plan.
The sign of this support is the permission to build these 25-meter houses; Because before this permission was not issued for the construction of houses under 35 meters, but now the Union of Construction Cooperatives of Tehran has easily received this permission!
Tasteful standards in housing construction?
In this way, the non-standard space for people’s residence is one of the interesting points in this design. According to the above documents, in the worst case, the minimum space for each person in the house should be at least 17.5 meters, and accordingly, if two people are supposed to live in these units according to the idea of the economic housing plan, each residential unit should have at least 35 meters of useful infrastructure. Previously, Tejarat News had examined and challenged the plan to build a 25-meter house in a detailed interview with Khashayar Bagharpour, the CEO of Tehran Construction Cooperatives Union. In this interview titled “Behind the scenes of the construction of 25-meter houses / How did the housing construction standards change?” was published, the non-standard living space in these types of apartments was also discussed.
Baqarpour, in response to the question, “You say that the apartments of your plan have complete facilities for living, but do you think that a 25-meter space is standard for living and can provide the residents’ well-being?” He had admitted: “The standards are all contractual!” That is, they change according to the passage of time or changing conditions. We are now talking about a requirement or necessity, not a choice. We have to accept that we are now living in an economic situation where we are forced to create a series of facilities and conditions with minimums. No young couple may not mind starting their life in a 200-meter apartment, but is it possible with the current conditions of society?
He added: “We have to see where the root of the pain is.” No one likes to have a needle inserted into his body for treatment, but when he has to do an injection for treatment, he has to endure that needle as well. We have put an intellectual support in this plan, which is not called 25 meters, it is 25 meters of dedicated space.
Bagharpour, in response to the question, “Do you think a 25-meter house can be a suitable introduction to start life with the aim of having children as a policy of the system?” As you emphasized.” He said: “Marriage is the priority over having children. What is the problem of young people who want to get married but can’t? It is rooted in the housing issue. Now some families get together and get an apartment and endure a very hard life. “Some time ago, I was in the service of a dear cleric who said that we started our life in a 12-meter room in our father’s house, but they did not live in that room for the rest of their lives.”
In response to this point, “But today we cannot have such an expectation and introduce this model as a model according to the current conditions. The standard of housing construction and dedicated space for people should be observed. “The housing is 25 meters below the standard.” He had stated: “Do you know what is the minimum size of an apartment defined for a permit according to the detailed plan of Tehran city?” It is 10 meters away from this area; But it is no longer said that two people should live there, it is said that no matter how many people there are, they should live in this space.”
Will the manufacturing cost and selling price remain the same?
Another important point that should be addressed is the construction cost and selling price of these apartments. Bagharpour has claimed that he offers 25-meter housing units under one billion tomans. Of course, he told ISNA in vague statements that it is not clear whether he refers only to the cost of construction or the price of supply to the applicant: “Our approach in the economic housing project is the optimal point of the cost of the building while maintaining the quality of the building and complying with the standards, which is a realistic approach. Compared to the cost of housing production inputs, with today’s prices, it is estimated to be about 25 million tomans per meter for construction.
In this way, it is not clear at what price these units are going to be offered to the applicants. Especially, according to Bagharpour, these units will be delivered after two to three years. In this way, considering that these units are supposed to be built with the applicants’ own money, is there a guarantee that with the passage of time, the price of these units and the amount of income that the applicant must provide will not be increased?
Is the bitter experience of Mehr Ahmadinejad’s housing to be repeated this time in the form of a 25-meter housing plan? Especially considering the inflation of construction materials and general inflation in Iran’s economy, we cannot be sure that the cost of construction will be limited to 25 million tomans per meter. Especially since these units are supposed to be offered to buyers in a furnished form, and this is another questionable point!
Is the construction cost of 25 million tomans per meter, excluding furniture and decoration? Otherwise, the construction price of 25 million tomans per meter in the current situation for spending in different stages of construction and furniture is not far from the realities of the housing market?
