He added: “Countermeasures to reduce disputes should be such that the first referral following a dispute between couples who refer to the judiciary does not lead to the filing of a case.”

He emphasized that all divorce-related cases should be referred to counseling centers before filing a case in court, noting that there are currently four family branches in Ardabil.
