It seems that the visit of the EU foreign policy chief to Tehran has brought about important changes that can strengthen Iran’s foreign policy and regional diplomacy.

After a three-month hiatus from the Vienna talks, Joseph Borrell, as the coordinator of the Vienna talks, miraculously broke the ice. The end of Borrell’s visit to Tehran marked the end of an important announcement, with the resumption of talks on reviving the 2015 nuclear deal, known as the Comprehensive Joint Action Plan (CJAP), resuming in the coming days.

The EU foreign policy chief said on his Twitter account: “In a meeting with Iranian Foreign Minister Hossein Amir-Abdollahian, we agreed to resume Iran-US talks in the coming days, facilitating my team, to resolve the last remaining issues.”

In addition to Amir Abdullahian, Borrell also met with Ali Shamkhani, Secretary of the Supreme National Security Council of Iran. After a long meeting between Borrell and Shamkhani, another important statement was made: the Vienna talks will no longer take place in the Austrian capital. Rather, the talks will likely be moved to one of the Gulf states, Qatar.

The EU foreign policy chief did not mention the country hosting the nuclear talks. But according to Iranian officials and the media, Qatar is likely to host the talks. In addition to the venue, the format of the negotiations has also changed. According to Borrell, a new round of talks on reviving Borjam will no longer be held in the form of the P4 + 1 group. Rather, it will be negotiations between Iran, the European Union and the United States, which will be a big change.

Continued negotiations to revive the UN Security Council in one of the Gulf states could be important for other reasons: This new development in the midst of the Islamic Republic’s efforts to improve relations with the GCC countries, especially Saudi Arabia and the United Arab Emirates, and in line The new foreign policy approach of the main government is called “regional diplomacy”.

The government of the Islamic Republic pursues regional diplomacy around strengthening cooperation with neighboring countries and non-Western powers. Iran has also taken steps in Central Asia in line with its new foreign policy. The visits of the leaders of Turkmenistan, Tajikistan and Kazakhstan to Iran were followed in the light of the regional diplomacy of the Islamic Republic.

Holding talks to revive Burjam in Qatar could strengthen the regional government’s regional diplomacy, as it is likely to confirm the Islamic Republic’s goodwill and seriousness in advancing improved relations (with its neighbors).

In line with this policy, Iranian and Arab officials have met several times in recent months, and close ties remain. The president of our country had two trips to Oman and Qatar, and a trip to the UAE is also on his agenda, although the exact date of this trip is not yet known.

The visit of Iraqi Prime Minister Mustafa al-Kadhimi is also a sign of improving relations between Iran and Saudi Arabia. It is worth mentioning that the Iraqi Prime Minister has initiated diplomacy between Tehran and Riyadh. Al-Kadhimi traveled to Saudi Arabia for this purpose and met with Crown Prince Mohammed bin Salman. The Iraqi Prime Minister then left Jeddah for Tehran. Al-Kazemi arrived in Tehran on Sunday and met with the President of our country. Al-Kazemi’s main goal in these trips is to reduce tensions between Iran and Saudi Arabia.
