The head of the National Center for Climate Change and Climate Change of the Environmental Protection Organization explained: In the Environmental Protection Organization, we conducted a study of emission lists for metropolises in cooperation with the University of Tehran with an air pollution approach. Fixed and moving sources and the share of each of these two factors in each metropolis were evaluated.
Mirzaei Qomi emphasized: Our cities are different. The main share of pollution in some cities such as Tehran is related to mobile resources. In some industrial cities, the share of fixed resources is higher than that of mobile resources. The situation in Isfahan and Arak is like this, and in some cities, such as Ahvaz, we have the phenomenon of dust.
He continued: mainly in the second six months of the year and especially the last three months of the year, mobile diesel resources have the largest share in the production of pollutants and suspended particles in Tehran. In other words, one third of the pollution is related to diesel vehicles.
The head of the National Center for Air and Climate Change of the Environmental Protection Agency stated: Technical inspection has a key role. The environment gives zero environmental permits for zero vehicles and applies the Euro 5 emission standard to them. From next year, the pollution standard will be raised to Euro 6.
Mirzaei Qomi reminded: According to the Clean Air Law, cars must go for a technical inspection four years after production, which helps monitor cars.
He further informed: A new regulation has been written for technical inspection for the year 1401, according to which the traffic of taxis and carburetor motorcycles in the metropolitan areas that have priority pollution is prohibited. It will also be forbidden for LED cars to enter the emission reduction area. Road police must also enforce the law in this area, and in particular, carburetor motor traffic must be prevented from 1401.
The head of the National Center for Air and Climate Change of the Environmental Protection Agency stressed: “Some power plants use diesel fuel, but the five main power plants in large cities were shut down and the Environment Organization has not issued and does not issue any licenses for fuel oil burning.” The state of pollution and the health of the people are important to us, and we did not issue a permit in this area.
Mirzaei Qomi said: “We have 34 articles in the law of clean air in 25 main axes and about 21 executive bodies have tasks in this regard, but 11 main bodies have been counted that have the main tasks in this regard.” We have 170 tasks in this section, of which 120 tasks are related to these 11 devices.
He continued: there should be a modernization of public transportation. The pollution of public transport with similar vehicles is 4 to 5 times. In this section, the Ministry of Interior has the duty to develop the public transport fleet. We also have scrapping equipment, but unfortunately this debate has been delayed in the country, and this sector was tied to car imports at a time. This has been delayed since 1998, when imports were banned, but we had another law that required domestic automakers to scrap cars. We pursued the amendment of this law and passed it at the end of the 11th government, but the Minister of Silence of the 12th government announced that this law is against domestic automakers and we do not have any abortions at the moment.
