Circular of the First Vice President on publishing advertisements in the media


According to Fars News Agency, the full text of the First Vice President’s circular on the conditions and process of publishing government advertisements in the media is as follows:

“Circular to all government departments, organizations and institutions, governorates across the country, institutions of the Islamic Revolution and state and military institutions

Pursuant to paragraph (5) of Article (2) of the Law on Objectives and Duties of the Ministry of Culture and Islamic Guidance, approved in 1986, all executive bodies (according to the definition of Article 5 of the Management Law) are required to determine the criteria for concentration, distribution and publication of “various government advertisements”. Civil services, with the exceptions of Article 17 of the said law, submit their advertisements to the publications at least three days before the date of publication, without mentioning the name of the publication and only by determining the time of publication and the number of times of publication through the system of the country’s media community. Send the General Directorate of Press and Internal News Agencies in Tehran and the General Directorate of Islamic Culture and Guidance in the provinces.

Since according to the amendment of the Press Law (2000) electronic publications are also subject to the Press Law, the Ministry of Culture and Islamic Guidance is allowed to include the title of all advertisements as small as a single frame, in accordance with government advertisements and other related criteria, for publication. (Whether paper or online) are also eligible to submit.

Accountants all over the country are required to pay the registration fee for all advertisements within a maximum period of one month, only in accordance with the “Certificate of Advertising Value” document issued by the Ministry of Culture and Islamic Guidance. Otherwise, it will invalidate the relevant payment documents. “This requirement includes all credits of executive bodies, even credits that are excluded from the General Accounting Law. Of course, free advertisements are not included in this directive.”
