Nebenzia described allegations that Russian forces attacked hospitals and residential areas, including recent allegations of bombing a theater building in Mariupol, where civilians were taking refuge.
Nebenzia told the Security Council that the propaganda campaign against lies and misinformation in Ukraine had reached a new point.
