According to the latest statistics announced by the Ministry of Cooperatives, Labor and Social Welfare, from the beginning of the formation of the National Corona Headquarters until today, more than 10.2 thousand billion tomans to Damaged firms paid from Corona. Of this amount, 3,000 billion tomans have been paid to large transportation companies and more than 7.2,000 billion tomans to other companies affected by the corona.
From the outset, the Corona Economic Working Group identified the 14 major business sectors most affected by the others, and government support focused on these areas during the Corona period. But which of these businesses has borrowed the most? According to the chart below, the distribution of payment facilities by 14 categories shows that the largest share of payment facilities belongs to the three categories of suburban public transport (36%), the centers of cultural, educational and artistic complexes (19.6) and The production and distribution of ready meals was (8.3%), which together constitutes about 64% of payment facilities.

An overall assessment of the corona facility support focus indicates that the majority of firms applying for the facility are small and medium-sized businesses, with an average employment of 4.3 per firm. Payment facilities by province
Figure (3) shows the share of payment facilities of each province in the total payment facilities of the country. As expected, Tehran province, which is the most populous province in the country and has the largest working population, has the largest share of payment facilities equal to 36.6 percent. Based on the share of requested facilities, Tehran province is at the highest level with 40.1% among the provinces of the country. After Tehran province, Khorasan Razavi province has the largest share in payment facilities (equivalent to 7.4%) and on demand (6.1%). The third province is Mazandaran province with a share of payment facilities of 5.8 percent and a share of requested facilities of 4.4 percent, which has attracted a high share of facilities.
The important question is which provinces have suffered the most from Corona in proportion to their working population? To answer this question, we use two indicators: 1- The share of injured employees in the province from the total injured employees in the country 2- The share of injured employees in each province from the total number of employees in the province. Figure (6) shows the share of injured employees in each province of the total affected employment of the country. The most affected employment belongs to Tehran province with 17.8%, followed by Khorasan Razavi province with 9.1% and Fars province with 7.1%. Given that Tehran province has a larger working population, it is natural that the number of injured employees is higher. To consider the employed population of each province, we can consider the share of affected employees in the total number of employees in each province. Figure (4) shows the share of affected employees in the total number of employees in each province. As can be seen, in proportion to the level of employment in the province, the provinces of Ilam, Lorestan and Qazvin have suffered the most from Corona, so that in these provinces 9%, 5.3% and 5.2% of their total employment, respectively. The corona is damaged.
The question now is whether these provinces have used more facilities in proportion to the employment they have suffered. The share of payment facilities in Ilam, Lorestan and Qazvin provinces of the total payment facilities in the country was 1.2% and 2.1%, respectively, while the share of injured employees in these provinces in the total number of injured employees in the country was 2%, 3.5%, respectively. And it was 3%. Therefore, the three provinces have less facilities in proportion to corona damage.

Figure (6) shows the ratio of payment facilities to the requested facilities. The best situation for payment of facilities belongs to Bushehr province with 95.5%, followed by Gilan provinces with 94.7% and Mazandaran with 90.2%. The worst situation with 34.5% belongs to Sistan and Baluchestan province. Therefore, the efficiency of payment of facilities varies greatly between the provinces of the country.
Figure (7) shows the ratio of the number of payment files to the number of files sent to the bank. According to this criterion, Bushehr province is in the first place with 98.1%, followed by Gilan, Mazandaran and Zanjan provinces. According to both criteria, Bushehr, Gilan and Mazandaran provinces are the top three provinces, which indicates the better performance of banks and provincial officials in paying facilities. The results of the ranking indicate a large difference in the efficiency of payment of facilities to applicants between the provinces of the country.

Protection of 73% of jobs
Another important issue is related to protected employment in the provinces of the country. Payment Facilities According to surveys conducted by the Ministry of Labor, about 73% of damaged jobs have been protected from the corona and prevented from unemployment and closure. Meanwhile, the ratio of protected employment to total registered employment indicates that Bushehr province had the best performance with 98.6% in employment protection, followed by Gilan and Mazandaran provinces. Although the above-mentioned provinces have performed well in the payment of facilities, but a suitable share of credit has not been allocated to these provinces in comparison with the share of its affected employees. On this basis, if a larger share of the funds were allocated to these provinces, these provinces could be better able to protect employment.
