Does the government build rental housing for tenants?

According to the report of Tejarat News, according to the plan that the parliament and the government have put on their agenda, companies will be active in the field of professional leasing by buying residential units and renting them or building residential units with two ways of using private land and government land. .

ISNA He wrote, the government and parliament are looking to organize the rental market. In this context, the proposal of the Ministry of Roads and Urban Development to determine the maximum allowable rent increase in Tehran by 25% and other cities by 20% was approved by the heads of government.

On the other hand, the Islamic Council has put the plan to organize and control the rent of residential properties on the agenda, and has referred it to the Civil Engineering Commission for further consideration. Due to the fact that experts consider lack of attention to the issue of housing production as one of the Achilles heel of the rental market, the discussion of professional rental is supposed to be included in the new plan of the parliament.

Entry of rental companies into housing construction

As Abdul Jalal Iri – Spokesman of the Parliament’s Construction Commission has said in explaining the meeting of this commission in recent days, in order to improve the plan for organizing and controlling the rent of residential properties and increasing its effectiveness, some things have been added to the initial plan, one of the most important of which is the comprehensive professional tenancy system. Is.

Explaining this issue, he said: Leasing companies operate in the field of professional leasing by buying residential units and renting them or by building residential units with two methods of using private lands and government lands.

The spokesperson of the Majlis Civil Commission stated: Another very important issue that is added to the plan to organize and control the rent of residential properties is support facilities to help tenants, such as housing loans and deposits, which have been provided to tenants in recent years with the approval of the National Headquarters for Countering Corona. will be

According to the reports provided, housing deposit loans are 100 million tomans for Tehranis, 70 million tomans for metropolitans, and 40 million tomans for other cities. So far, 305,000 applicants have registered to receive loans, and about 80,000 of them have been introduced to banks. And some have received their loan after completing the documents within 10 working days.

Iri stated: Considering the importance of the management of the residential real estate rental market and the lack of a codified and comprehensive law in this area, the construction commission of the parliament will examine the issues with great sensitivity and will definitely use elite and expert capacity for this matter.

Temporary solutions are currently on the agenda

The parliament has entered into the arrangement of the rental market while the country’s economy has been facing inflation of over 40% in recent years and has now reached 52%.

In this context, some experts have criticized the permissible limit of rent increase, but the experience of the past two years shows that the most important Achilles heel of determining the permissible limit for rental contracts is the lack of an executive guarantee. So that in the last two years, many landlords easily gave the eviction order to the tenant.

Of course, according to the representatives, there is a necessary executive guarantee in the plan that the parliament has put on the agenda. According to Ara Shawardian, a member of the Parliament’s Construction Commission, imposing fines on delinquent real estate transaction companies, removing tax exemptions, increasing taxes and legal fees for homeowners who set unusual amounts are among the executive guarantees to comply with the maximum allowable increase in house rent. But in order to realize all these things, the existence of a strong information system is very important, and the plan of the parliament also emphasizes this importance.

Farshid Pourhajat, an expert on the housing market, said about the impact of pricing on the rental market: It seems that the authorities have forgotten the main issues affecting the housing sector and replaced the sub. During a 10-year process, the number of tenant households increased by 14%, which was the main reason for the decrease in construction and, as a result, the increase in housing prices.

He added: In recent years, the cost of housing production and investment has increased. Now, instead of solving these issues, they say, Mr. Malik, if you increase the rent by more than 25%, you will be subject to fines. These measures have no other result than to involve the people in the process of the court and the dispute resolution council. Another result is that formal contracts add to the problems of the rental market.

Meanwhile, according to the Central Bank’s report on housing market developments in June 1401, rents in Tehran increased by 46% and in the whole country by 51% compared to the same month last year. This statistic occurred during the last one year in a situation where in the last two years, the allowed annual increase in Tehran was 25%, other metropolises 20% and other cities of the country 15%. Therefore, the statistics show that the rental rate has officially increased two to three times as planned by the policy maker.
