According to the Mehr correspondent, the review of the teacher ranking bill, after many struggles between the parliament and the Education and Research Commission, was finally put on the agenda of the parliament today (Wednesday, December 15).
About a month ago, three articles of the bill were approved by the parliament, but due to some disagreements between the government and the parliament regarding the financial burden of teacher ranking, the bill was returned to the education commission.
In Wednesday’s session, the review of the remaining 5 articles of this bill was on the agenda of the open court of the parliament.
Parliament opposed the restriction on the allocation of five ranks to teachers
The deputies of Article 7 deleted this bill. Article 7 set the ceiling for the allocation of five ranks of teachers as follows:
Allocation of five ranks will be in such a way that by implementing the teacher ranking system and fulfilling the conditions according to Article (4) of this law, at least thirty percent (30%) of the teachers included in the teacher training, at least thirty percent (30%) will always be in each province. In the rank of teacher instructor, a maximum of twenty percent (20%) should be in the rank of assistant teacher, a maximum of ten percent (10%) in the rank of assistant professor and a maximum of ten percent (10%) in the rank of teacher.
Therefore, 4 articles of this bill were approved as follows:
Criteria and indicators effective in the teacher ranking process were determined
Article 4: Ranking process for all teachers based on points obtained from in-service courses, years of study at Farhangian University and Tarbiat Dabir and Shahid Rajaei, general, professional and professional competencies, competitive performance, specialized-educational knowledge, research, creativity and innovation Years of teacher experience, managerial records in education, the last degree and obtaining the necessary points in the teacher ranking system in one of the ranks of Article (3) of this law and according to the executive regulations of this law, will be done by the end of 1400.
Note: According to this article, the people who are employed in the administrative positions of the Ministry of Education with the job titles mentioned in paragraph (1) of Article (2) of this law, are still teachers.
The number of years of service was determined to increase the rank of teachers
Month 5: Achieving higher ranks will require at least five years of service in each rank and obtaining other necessary conditions set out in the executive regulations of this law.
Note 1: The service period in each rank for teachers working in primary school, special schools and deprived, border and nomadic areas, is reduced from the ceiling of 3 months for each year of service.
Note 2: The period of service in each rank for the elites is the subject of the regulations for acquiring top talents and elites approved by the Supreme Council of the Cultural Revolution on 6/14/2006, only for at least three years.
Note 3: The minimum service record of a teacher to obtain the ranks of associate teacher and teacher professor is (15) and (21) years, respectively, and the benefits mentioned in notes (1) and (2) of this article will be deducted from this period.
The amount of increase in teachers’ salaries was determined based on the ranking system bill
Article 6: In the implementation of paragraph (6) of the general policies of the administrative system announced by the Supreme Leader and Note (3) of Article (29) of the Sixth Five-Year Plan for Economic, Social and Cultural Development of the Islamic Republic of Iran, teachers’ salaries and benefits after applying the ranks listed in Article (3) of this law is as follows:
1- For teachers with the rank of teacher assistant ten percent (10%), teacher instructor fifteen percent (15%) in addition to increasing the previous rank, assistant teacher twelve percent (12%) in addition to previous ranks, associate teacher ten percent (10%) In addition to the increase in previous ranks and the teacher teacher, five percent (5%) in addition to the increase in previous ranks, will be added to the sum of salaries, benefits and continuous extras and the figures in the teacher recruitment rules.
2- After the application of paragraph (1) of this article, if the salary and benefits of each teacher are less than eighty percent (80%) of the total salary and benefits of the basic faculty of a university in Tehran, the difference will be up to the ceiling mentioned as ” “Matching differences” will be included in their recruitment rulings.
Note 1- The increase in payment resulting from the implementation of this law, under the heading of “extraordinary ranking” and “adjustment difference”, is calculated every year in proportion to the salary changes and bonuses of the basic teaching staff of a University of Tehran and is subject to retirement deduction.
Note 2- The government is obliged to allocate all the privileges and percentages subject to Chapter 10 of the Civil Service Management Law to other subjects of this law equal to other government employees, and the ranking of the subject of this article is extraordinary in addition to the mentioned privileges and percentages.
Note 3- The increase in payment resulting from the implementation of this law will be paid from 31/06/1400 in the ceiling of one hundred and twenty-five thousand billion Rials (125,000,000,000,000,000,000) and is subject to the beginning of 1401. The financial burden forecast will be fully applied in the annual budget laws.

Article 8: The executive regulations of this law regarding the formation of central, provincial, city and regional supervisory boards, how to determine teachers’ points for ranking, conditions of acquisition, promotion, suspension and demotion and details of determining the extraordinary ranking according to the obtained points, Within one month from the date of promulgation of this law, by the Ministry of Education and two members of the Education, Research and Technology Commission of the Islamic Consultative Assembly, selected by the commission (as an observer) in cooperation with the State Budget and Planning Organization and the Administrative and Employment Organization It is prepared and approved by the Council of Ministers.
