
According to the health reporter of Fars News Agency, nurses as the pioneer group of the health system play an important role in the treatment of various patients, and with the cooperation of the medical community, they have an impactful activity as people on the front line of the fight against various diseases.
One of the demands of this group active in the field of health during the past years has been the implementation of the nursing service tariff law; The law that has been in a coma for 14 years and its long sleep has not yet led to full awakening.
The law on tariffing nursing services and adjustment of nursing staff in the form of a proposal by parliamentarians in the form of a single article and two comments was approved by the Islamic Council on July 6, 2006, and was approved by the Guardian Council on July 13 of the same year.
According to the single article of this law, the Ministry of Health, Treatment and Medical Education was required to determine the standard of service, diagnostic and treatment packages for the nursing staff under Article (16) of the Law on the Organization of the Nursing System in all health and treatment centers of the country and based on the Universal Insurance Law with Coordination of the Ministry of Welfare to implement the annual tariff within the approved per capita framework after the approval of the Supreme Council of Insurance and the Council of Ministers.
According to this law, the efficiency of nursing service providers should be implemented based on the tariff law. According to note two of this law, its executive regulations were to be developed in cooperation with the Ministry of Health, the Ministry of Welfare and the Nursing System Organization, and after the approval of the Supreme Council of Medical Services Insurance, it was to be approved by the Council of Ministers and implemented.
However, despite the approval of this law in 1386 in the Islamic Council and the promulgation of this law, until 2019, not much action was taken to implement this law, and even its executive regulations, which according to the resolution of the parliament, should be issued within 6 months after the approval of the law and in the same year 2006 was to be compiled and announced, but it was not written until the leader of the revolution asked the authorities to implement this law on 30 December 2019 during the Nurse’s Day ceremony.
Abbas Ebadi, Deputy Minister of Health Nursing He said: The Nursing Services Tariff Law was approved in 2006, but the service packages were compiled in 2005 and its implementation was delayed until 2014.
He added: With the follow-ups carried out in May 1401, the final instructions of this law were approved by the government board, and with the relative valuation of nursing services by insurance, the pricing was compiled based on the service package and notified to the country’s medical sciences universities in July 1401.
The Deputy Minister of Nursing of the Ministry of Health said: All nurses in all educational levels in all nursing departments, with any type of employment status in all medical centers and hospitals in the public and private sectors are subject to this tariff law.
He announced the implementation time of this law from the beginning of April 1401 and said: the allocation model of insurance organizations will be 90% for hospitalizations and 70% for outpatients.
We need 1,700 home care centers
The Deputy Minister of Nursing of the Ministry of Health further stated: So far, 1,340 centers in the country have received in-principle approval for home care, of which less than 1,150 centers are active. We must have one center for every 50,000 people, so we need 1,700 home care centers nationwide.
Emphasis on specialization in the field of nursing
While emphasizing specialization in the field of nursing, he added: Currently, we have 4,257 senior nursing experts, 35% of whom are working in non-specialized departments.
The Deputy Minister of Health Nursing continued: We must review the organization of the forces so that specialists can be placed in the relevant departments.
Establishment of patient education units in 100 hospitals
Ebadi announced the establishment of patient education units in 100 hospitals and said: 1050 hospitals should be equipped with these units in the next four years.
