In an interview with Fars reporter, Hashem Kargar, Deputy Minister of Interior and Head of the Civil Registry Organization, said in an interview with Fars reporter about the design of the digital identity system of Iranians: The Civil Registry Organization of the country is based on the tasks stipulated in the valid identity system document in the virtual space, approved by the Supreme Council of the Cyberspace and priority projects of the government. Kargar added: The production of statistics and population indicators of the country at different geographical levels and vital events recorded by the civil registration organization is one of the main components of demographic changes in each geographical area. According to its inherent mission and duty, this organization has been collecting human statistics since the beginning of its establishment. In the past years, the statistics of the events were announced to the organization through paper copies by the provinces and collected in the statistics and population information office in special offices. Since 2015, a semi-mechanized system for collecting statistics was designed. This system produced vital statistics and related items (gender, urban/rural, geographical area up to the city level) until 2013.
The organization’s approach to critical events has changed
The Deputy Interior Minister continued: Since 2002, with the implementation of the project of identifying the items of registered statistics (in two phases) with the proposal of the Statistics Office, the development of the reporting system has been put on the agenda. Due to the change in the organization’s approach regarding the production and publication of statistics of vital events, another system was designed and used, in which event items are prepared by intermediary forms in the provinces, data are collected at the provinces’ location, and sent to the statistics office by floppy disk. The office is loaded in the main system. This issue continued until 2017.
Kargar said: The registration items of vital events that were produced by this system were: gender, urban and rural, mother’s age at birth, deceased’s age at death, age distribution of couples in marriage and divorce, etc. Since 2007, online registration of birth and death events has been realized in the organization. Due to the slow speed of the reporting system between 1982 and 1987 (due to the compilation of records for each year, sometimes it took 2-3 hours to receive a simple birth or death report), the technology of the statistical report production system was changed to ULP. in which the speed of doing work and reporting was much higher than the previous system and it feeds directly from the country’s population database and is still being used.
The head of the Civil Registration Organization of the country added: It is necessary to remember that the timely registration of birth and death events by the organization created a new capacity to produce a new reporting system since 2007. In addition to the previous items, items such as reports by single age of mother and father at birth, average age of parents at birth, average age of the deceased, reports by single age of couples, age distribution of couples by single age, average age of couples at marriage and divorce And … was added.
Address management of natural persons

Kargar said: The country’s civil registration organization is in charge of managing the address of natural persons and providing statistics and reports on movement and migration based on the information of the address database of Iranians, and considering the important effects of address registration in the country’s civil registration organization system, in order to speed up and facilitate this for Citizens conditions have been taken into consideration.
Production of some software needed by the organization through knowledge-based companies
He added: The country’s civil registration organization plans to use the power of knowledge-based companies to improve the quality and variety of services to citizens regarding the use of new methods and tools for identity authentication, the production of the body and chip of the national smart card, and the upgrading and smartening of birth certificate issuing equipment. The production of fingerprint and iris scanners, imaging and image processing tools to identify and detect forgery, security and storage equipment, and the production of keys and electronic certificates should also use the capacity and power of knowledge-based companies. Conducting a study in this regard has been done in order to increase the proficiency level of identity documents. In this regard, the production of some software required by the organization is done through knowledge-based companies.
Deputy Minister of Interior continued: Also, in the technological equipment of the data center and subsidiary offices, the production capacity of Danesh Banyan Company is used. The operation of the facial recognition system of this system was unveiled in the presence of the honorable minister of the country on the national registration day. This system provides the possibility of image processing and face recognition as input to the system, among the images available in the country’s population database. Establishment of the General Directorate of Technology Security and Cyberspace in line with the promotion of information technology security in the Civil Registry Organization, the General Directorate of Security has been established as the executive arm of the information technology department.
