According to Mehr News Agency, Yousef Nouri, referring to the latest decisions regarding teacher ranking, said: The teacher ranking bill started in 1392 based on the document of fundamental transformation of education and continued to face many challenges until after several studies in The Islamic Consultative Assembly and the Guardian Council were notified of education by the President on March 14, 2014.
Emphasizing the rightful expectations of the teachers’ community regarding the ranking plan, he said: “Despite all the efforts that have been made, it seems that we are still a little late in implementing the plan in terms of time, the only reason being the existence of rules and regulations related to implementation.” This was the plan. Fortunately, in the thirteenth government, with the support of the honorable president, the problems of this plan were quickly resolved and finally the ranking plan was concluded.
Referring to the goals of the teacher ranking plan, Nouri stated: “Teacher ranking is based on the document of fundamental change, and its most important goal is to improve the quality of the education system in the country.”
Referring to the main purpose of the ranking, the Minister of Education noted: In addition to increasing teachers’ salaries and benefits, the ranking plan will increase the motivation for “learning knowledge” and “scientific competition” in the teachers’ community, and this will increase teachers’ empowerment compared to today. Became; Therefore, this ability is not ineffective in educating students and will lead them to the goals of the document and educate the whole field.
He added: The second article of the ranking of educators describes the three competencies of general, specialized, and professional teachers and determines the rankings in each case.
Nouri said that in the ranking plan, teachers are divided into five ranks: The scope of the ranking, in the two bills introduced by the previous government, did not include some people, including cultural associates who came to the offices from schools. Based on the amendments made and the resolution of the Revolutionary Council, these problems were eliminated.
The Minister of Education added: “Now, with the announcement of the ranking plan and according to the law, the Ministry of Education is obliged to compile the relevant bylaws within a working month. Be implemented.
Referring to the frequent meetings on the subject of ranking, he said: “We try to do this accurately and seriously, and we emphasize that one of our most important actions is to look at the purpose of ranking, which can be effective for the community and teachers.”
Nouri added: “Article one of the ranking refers to the qualitative increase of the education process and the promotion of dignity, as well as the establishment of a payment system based on competence and the continuous development of general competence and the professional profession of teachers.”
The Minister of Education continued: “In the old government bill, people were included in the ranking once every six years, but now people will be included in the ranking once every five years and there is no age limit, but for some who are in deprived areas.” They serve or are teachers in special and elementary schools. This rank is reduced to three months each year and reduced to four years, and for teachers who have the approval of the Elite Foundation, it will also be a three-year rank.

The Minister of Education stated: All formal, contract teachers and individuals who have the status of teachers, but serve in education departments, as well as informal teachers who have employment orders; They will be included in the rankings, but this law will not include retired teachers.
He announced the formation of face-to-face classes in schools after the Nowruz holiday and said: “Educational activities are still underway, but compliance with health protocols is the main condition; If the corona increases again after the holidays, compensatory classes will be held in schools and will be extended to the second half of the school year.
Regarding the payment of teachers ‘tuition fees, Nouri said: “The lack of financial infrastructure and statistical differences with the Program and Budget Organization are among the reasons for the delay in the payment of teachers’ tuition fees, which fortunately has already been partially funded.” We will also pay extra for teaching our employed and retired colleagues.
Regarding the assignment of forces before 1992, he said: “According to the agreement signed between the Ministry of Education and the Program, Budget, Administrative and Employment Affairs Organization, employment orders have been issued for 36,000 teachers with tuition fees, purchase of services and movement.” And the orders of other informal teachers who are not employed will be required to teach from October 1401.
