In order to check the status of the organizations, we talked to Alireza Radan, the vice president of social partnerships of the country’s social affairs organization, about the challenges facing popular organizations, the discussion of monitoring the organizations’ activities, weaknesses, and finally the law and the areas that the organizations have shown less interest in.

How to register a public organization

Fars: What was the importance of forming the country’s social affairs organization?

In 2016, according to the emphasis of the Supreme Leader of the Revolution, the Organization of Social Affairs of the country was established, one of the concerns that we have in the country is social issues, issues that are mixed with the field of social harms, and if they are not really discussed and paid attention to, the events It is irreparable, this issue obliges us to make more efforts in these fields.

Undecided cases of popular organizations in the previous government

Fars: What are the most important challenges facing you? Please provide an explanation.

Since Mr. Vahidi’s presence in the Ministry of Interior and obtaining a vote of confidence from the parliament, one of his concerns was the discussion of social issues. They identified social issues and challenges and damages.

One of the challenges in this sector was people’s participation. Unfortunately, despite the measures that have been taken, non-governmental organizations have faced some problems due to the lack of unity of action and proper administrative system, which has also plagued people and non-governmental organizations, such as He pointed out the prolongation of the licensing process and its renewal.

From the time of my presence in this deputy, undecided cases were investigated from the very beginning, in this return we had a case that requested an extension from 1392 and his work was still not clear and the assignment was not determined! The process was so slow. We spent many days reviewing past cases so that the cases could be reviewed, but one of our problems was the issue of the document uploading system.

When the system of non-governmental organizations is out of reach!

Fars: The most important challenge facing you seems to be the problem of the system, what was the Achilles heel of this system?

The old system of NGOs had technical problems due to non-compliance of the designer company and was out of reach. This was one of the mistakes they made in the past. They designed a new system, but they should have advanced the new system alongside the old system. That is, whenever the new system completed and returned its trial and error, they disabled the old system, but they did not do this and removed the old system and replaced it with the new system.

These problems created many problems for NGOs and put them in uncertainty, so that some of the NGOs were registered in the old system and some others were not able to make a new request in the new system. With the efforts made, we launched a new system and today this system is undergoing trial and error.

Determining the task of registering organizations in the shortest possible time

Fars: The reform of administrative processes is one of the sectors that you pay attention to. Tell us about the process of these reforms.

By correcting some processes in the deputy, the series of processes that used to last 6 months has reached the shortest possible time, so that the process of establishing non-governmental organizations does not take more than 10 days and the task is determined. In total, with all the conflicts from the beginning of the application to the assignment, it will last between 2.5 and 3 months and it will not last longer than this.

Creating a system for verifying non-governmental organizations for monitoring

Fars: There are many challenges in monitoring the activities of popular organizations. What do you know about the problems?

One of our problems is in the supervision department, about 8 thousand non-governmental organizations are licensed by the Ministry of Interior and according to supervision It is very difficult to work on these and we have to have a huge manpower, it is not feasible. We came to monitor and said that we should have an approximate knowledge of NGOs, we saw that there is no infrastructure for such knowledge and we do not know where is inactive and which is active. Recently, we randomly called some of these NGO’s and saw that their registered subject was something else!

We are creating a system for verifying non-governmental organizations, we are currently in the phase of entering information, and God willing, we have decided to open it, we will upload all the information we have into the system. It has three stages, inactive stage, alert stage and active stage. When the site is opened, the first people to visit are the NGOs themselves and the reason for their inactivity is determined.

After recognizing the organizations, they are ranked based on the indicators. In my opinion, non-governmental organizations are the frontline of social excellence in any country, but why are the capacities of civil organizations not used or not active in our country, this is actually a weakness in the use of non-governmental organizations by governments. .

Fars: What is the number of organizations registered in the Ministry of Interior and how can the government use the capacity of non-governmental organizations?

We create an organization, maybe it is voluntary, non-profit and non-political, but its capacity should be used in line with the government’s plans, now how is this?

In this new era, we are going to identify and classify active organizations in social harms, especially the 5 harms that the leader of the revolution mentioned (addiction, homeless women, divorce, working children and marginalized and less developed areas), for this Identifying and using the capacity, we must have capable organizations, we must see whether a capable organization has been created or not I can boldly say that 15 to 20 percent of the 8,000 organizations registered in the Ministry of Interior are active.

We have 70,000 to 80,000 organizations in the whole country, and how much they can achieve 100% productivity is a debate that needs to be investigated.

Fars: What is the main weakness of non-governmental organizations?

One of the weaknesses in non-governmental organizations is the standard indicator. If this indicator does not exist in any field, there will be disaster, in fact, the same disaster; You see, in the infrastructure of the country’s roads, if the road is not standard, it will cause accidents, and in construction, if this index does not exist, accidents like Plasko and Metropol will occur.

When we don’t have a standard index, we don’t know for what purpose to create the organization, we check new requests, there are many people who don’t understand the issue of non-governmental organization organizations or it is not in their field of work at all, we are bound to check them. But they make a request whose objectives are not correct. At the same time, we created a clarification and advisory working group called the NGO Advisory Working Group, this advisory working group is a combination of NGOs and veterans and experts in the field of NGOs We do not interfere.

Another thing that we have done is to involve the supervision of organizations, this requires a mechanism and we raised support in the Development Council to have specialized committees in different areas such as the environment, working children, etc. These organizations should introduce their members with the presence of representatives and we will also check.

The minimum entry of popular organizations in the field of abused women

Fars: In which fields of work have people’s organizations entered less?

The lack we had in the field of children is in terms of capability and quality, we need to work more, in the field of women, there have been fewer organizations, that is in the field of orphaned and abused women, but the most organizations are in the field of environment and charities. They have obtained permission from us.

Organizations that are registered today should do very targeted work, assuming an organization that is active in the field of damage, specify the type of damage.

The pain of having multiple trustees of popular organizations

Fars: People are struggling to get a license People and organizations are confused, what do you see as the reason?

This is due to the lack of clarity of licensing authorities, when it is not clear, they definitely behave as they want, this is a very serious weakness because when the licensing authority is high, the multiplicity of regulations is formed.

We are following this and we have written a letter to the government, which the government also emphasizes that the first vice president has held several sessions for patients with nerve damage and allocated good funds, the parliament has also entered, and Mr. Raisi, the president and the interior minister, have also emphasized. But it is a disadvantage to have several authorities for licensing organizations.

If non-governmental organizations and organizations were not active in the discussion of health and treatment and special, congenital and genetic diseases, what output would the Ministry of Health have to offer?!

Some of the patients are from the disadvantaged and underprivileged sections of the society, and we should be more with them. For example, we travel to the provinces for congenital diseases or cleft lip and palate, spine, congenital diseases, etc. And this is very desirable.

If we believe in a serious approach, we must be with these jihadi groups in the field, I must be present in Dovaze Ghar, Harvi neighborhood, etc., Khak Sefid neighborhood, etc., and find out about its active organizations and work with them so that they feel encouraged and can understand addicts.

Waiting for the law of non-governmental organizations to be drafted in the parliament

Fars: Where did the law of non-governmental organizations reach?

In recent weeks, the draft law of non-governmental organizations was unveiled at the Majlis Research Center, many efforts were made for these drafts. This is definitely not ideal, but it has really met the quorum. It had many bright spots, especially for organizations, the third chapter of this draft is the most brilliant chapter for organizations, which gives them a real and legal nature, that is, it gives them the authority to make demands and this law is formed. That day should be called in the name of the organization. He named the people.

We have about 80,000 organizations in the country that are without any laws, this is very embarrassing and there are only regulations in this regard. When there are bylaws, the view of the managers can be influential, I look one way and the other in a different way and it depends on the person. The parliament should really pay attention and put this on the agenda in a special way.

Suspension of sanctions on cross-border organizations

Fars: What is the effect of sanctions on the fulfillment of the duties of popular organizations? Do we also have international organizations?

We have organizations in the international field, in this field, some of them are present in the United Nations in a dedicated capacity and others in an advisory capacity. After the cruel sanctions, unfortunately, it caused a lot of damage to the discussion of our organizations, especially the medicine and equipment that received They did, in certain diseases and even in patients with cleft lip and mouth, there was an adhesive that was very effective in treatment, and this was also under the scope of sanctions.

America says that I have not embargoed drugs, but we must know that the embargoes are in the form of a network; In such a way that they have sanctioned us even for paying the cost of medicines, so how can we get those medicines? Of course, many of our organizations have reverse engineered and made the equipment they imported.

We do not have associations located abroad, but we have friendship associations, among which we can mention the friendship association between Iran and Russia, Iran and China, and Iran-Syria, etc.
