Judiciary” Notification of the directive “Foreign travel of judicial staff and invitation of foreign officials and delegations” by the head of the judiciary

According to the General Directorate of Public Relations of the Judiciary, in the period of transformation and excellence, one of the repeated emphasis of the head of the Judiciary has been the reduction of costs and formalities in the structure of the judicial system.
On 27th of Bahman 1400, the Head of the Judiciary stated in an order addressed to the “General Department of Ceremonies”, “Judiciary Media Center” and “Judiciary Protection Unit” on the need to reduce and minimize costs and formalities in the programs related to the head of the Judiciary. that making provincial trips without the usual formalities was one of these measures.
Hojjat-ul-Islam wal-Muslimin Mohseni Ajei, on this basis, in the meeting of the Supreme Council of the Judiciary, referring to the country’s economic problems, which are partly caused by sanctions and partly due to mismanagement, stated: Today, the judiciary, the parliament and the government manage some affairs at a high cost. They say that this way of management should be corrected; It is an inevitable necessity that we have to modify our work methods due to some bottlenecks and our management becomes different compared to previous years.
In this regard, a special instruction was recently issued by the head of the judiciary to reduce formalities and expenses in the foreign trips of the judiciary staff and to invite foreign officials and delegations.
This instruction is for the purpose of creating coherence, coordination and integration of actions related to the execution of missions abroad by officials and employees of the judiciary in the form of sending judicial and expert panels, both group and individual, as well as inviting judicial panels and experts from other countries by different units of the judicial branch. The Islamic Republic of Iran has been prepared and communicated with a view to the solutions related to the international arena contained in the Judicial Development Document.
According to this directive, which is compiled in 2 chapters, 21 articles and 9 notes, the review of foreign trips of judicial branch employees and the invitation of foreign officials and delegations has been entrusted to a special working group named “Judicial Foreign Travel Working Group”.
This working group, which consists of the head of the Judiciary Department, the Attorney General of the country or one of his deputies, the Deputy for International Affairs (Head of the Working Group), the Deputy for Financial and Construction Support and the Head of the Protection and Information Center of the Judiciary. The employees of the judiciary and inviting foreign officials and delegations to the country make decisions.
In this instruction, it is emphasized that requests received – requests for foreign trips – will be presented to the secretariat by the secretary of the working group in the meeting of the working group, and the working group will pay special attention to the principle of “saving and reducing foreign trips” in its investigations.
It is also stated in the instructions; The working group will decide on the necessity or non-necessity of the trip, the number and composition of the members of the delegation, the number of days of the trip and related matters, and any invitation from foreign officials or delegations or the acceptance of requests for trips subject to this instruction to the Islamic Republic of Iran at the appropriate time. With the justification and importance of the trip, the source of expenses and travel plans should be evaluated in this working group
The sensitivity to the issue of saving the cost of the trips of the judicial branch employees does not end with these points, and in Article 10 of the first chapter of this directive, it is even pointed out the need to pay attention to the use of these trips based on the duties of the judicial branch.
It is emphasized in this instruction, after the foreign mission, the person or the head of the delegation is obliged to submit the expense bill and documents related to the mission, such as the ticket stub, accommodation bill, food, transportation, registration fee and other related expenses. The foreign mission settles accounts with the General Department of Financial Affairs of the Judiciary or the financial department of the corresponding unit.
Also, the secretariat of the working group is obliged to prepare and maintain a complete database of foreign trips and missions of the judicial branch units, such as the number of trips per year, the number of people or delegations, the number of foreign delegations and the results.
