Ayatollah Raisi in a meeting with representatives of agricultural organizations of Isfahan province:
Ayatollah Raisi, head of the judicial system, in a meeting with the representatives of the agricultural organizations of Isfahan province, saying that my request during provincial trips is to see and hear different opinions up close, and I believe that the officials should have heard about different sections of the society in addition to the statements. , said: The statements of the farmers present in the meeting added to my knowledge about the issues and problems of farmers in Isfahan province.
Economic independence is not possible without agricultural self-sufficiency
Emphasizing that economic independence is not possible without agricultural self-sufficiency, he stated: We must achieve self-sufficiency in agriculture and the field is fully available.
Ayatollah Raisi added: Isfahan province has the first or second place in some productions, and there is a guarantee that if agriculture is paid attention to in this province, it will not only meet the needs of the country, but also in the export sector. have the best
Laws and regulations must support the farmer
The head of the judiciary considered agriculture, self-sufficiency and attention to it to be in need of legal protection and stated: Laws and regulations must support the farmer.
Ayatollah Raisi emphasized that the issue of mismanagement of water consumption should be changed to the good management of water consumption, and continued: Of course, we have had a decrease in rainfall and some areas are on the verge of drought, and we cannot ignore it and we can take measures reduced it.
Water rights should be recognized with the participation and consultation of farmers themselves
The head of the Judiciary stated: Water rights and property rights should be recognized and respected with the participation and consultation of farmers and producers.
Referring to the prevention of environmental violations in forests and natural resources and the role of the border guard that the responsible organizations are responsible for in this regard, he said: The Environmental Organization, the Forestry Organization and the organizations that are responsible for maintaining these national reserves should be border guards in this field. They should and should not let the borders of these national reserves be attacked and they should prevent any attack on these resources.
Obstacles to production should be legally removed from the producer and farmer
The head of the judiciary continued: Obstacles to production in a lawful manner should be removed from the feet of producers and farmers, who are truly proud producers for the country. Agriculture is the production of products needed by the people, which are needed by the people on a daily and hourly basis. Almighty God has blessed this country with water, soil, and suitable weather, and as Mr. Governor said, we have cold and tropical weather in the province that we can check what things can grow in this weather.
Stating that there should be legal protection for farmers, he emphasized: Legal protection means laws that support agriculture and production in the field of agriculture. It is also necessary to pay attention to the financial support of farmers, the payment of required facilities to them and producers.
Ayatollah Raisi said: financial support is a necessary thing; That is, agriculture should be given priority, because today the issue of agricultural self-sufficiency is very important. Even paying attention to industry should not make us neglect to pay attention to agriculture.
Paying attention to industry should not make officials neglect agriculture
The head of the judiciary added: Of course, attention should be paid to the industry; But the industry does not take the place of agriculture; Industry has its place; Agriculture also has its place; Therefore, attention to the industry should not make the officials neglect agriculture.
Ayatollah Raisi emphasized the necessity of judicial protection for farmers and reminded: there must be judicial protection for farmers; Therefore, I consider the gentlemen’s proposal in connection with the Dispute Resolution Council to be a welcome move and I agree with it. Farmers dispute resolution council must be formed and established in a specialized manner. In this context, they should use farmers and white elders to solve many issues in the same councils.
Referring to the necessity of the government’s support for agriculture, he said: This issue is not hidden from anyone; It means that the government’s support policies for farmers should take the first place, this is a necessity and all policies should be done in the direction of the government’s support for agriculture.
He continued: When we say support, it means all-round support; Also, our dear farmers should combine this traditional agriculture, which is being done now and is of course very valuable, with modern knowledge so that it is mechanized and water consumption is done in a way to prevent wastage.
Ayatollah Raisi said: Today there are irrigation methods in agriculture, good works have been done in this province, which should be moved towards mechanized agriculture and the use of modern knowledge in agriculture.
The Head of the Judiciary stated: Today, agricultural colleges are active in this province, and educated and young scientists are experts in this sector, who can give opinions and help farmers. That is, the young people who are the children of these villages and cities and have gone in search of acquiring science and knowledge, can bring agriculture to a more favorable point by using new technology and new knowledge.
Ayatollah Raisi reminded: The next point is the issue of guaranteed purchase of agricultural products, which is the right thing and the law also foresees it and it is also mentioned in the laws. Guaranteed purchase, both for agricultural products, livestock and other products, is something that assures the farmer that the fluctuation of the market has no effect on his production; Rather, his production is increasing day by day; Because there is a support department in the government, and with the facilities and facilities of the government, a guaranteed purchase is discussed.
Supporting agriculture as a guaranteed purchase of agricultural products is legal
He added: We are sure that some of our agricultural products, namely wheat, which is the issue today, if it is not bought from the farmer, we have to import this wheat at a higher price. Because the country’s need for wheat is clear and its production amount is known.
The head of the judicial system said: “In recent years, with the efforts of farmers, the situation of our wheat production reached a point where the independence of our agriculture and the independence of our country in wheat production was declared at some point, and if this product is not bought, it will fall into the hands of dealers and they will take this wheat out of the country.” ; Then we will also have problems with the country’s wheat consumption, and we will pay this amount to the farmer in an additional way to other people and we will import the wheat.
He continued: Supporting agriculture as a guaranteed purchase of agricultural products is a legal matter and a duty, and the country’s resources will be spent on the interests of the people, not on other issues.
Appointing a special committee to solve farmers’ problems
Ayatollah Raisi stated: Another point is related to the issue of water and the decision of the Court of Administrative Justice and the decisions of the Supreme Water Council and the Supreme National Security Council. I think we should definitely have a review of it. My suggestion is to form a committee of people who are interested in this field; A delegation with the membership of the first deputy of the Judiciary, Mr. Mohseni Ajei, who is both familiar with the issue and responsible, the head of the country’s inspection department, who is responsible for supervising the institutions, the head of the administrative justice court, the minister of energy, the governor of Isfahan, the head of the general justice of Isfahan. The representative of farmers in different fields, the chairman of the council of representatives of the province and Mr. Mohseni Ajei should organize this meeting and the work should be followed up.
He added: All relevant people from the judiciary and executive bodies should be in that committee and this working group should follow the work under the chairmanship of Mr. Mohseni Ajeei. The Minister of Energy should also be a member of the working group. In this working group, both executive departments and supervisory officials should be present in order to bring the work to an order and follow up on the raised issues.
The Head of the Judiciary stated: The follow-up of this case is for this working group to follow up and reach a conclusion, and within a short period of time, the loved ones will be informed of its results and the government will be informed about the follow-up of this case. We do not want to say that this meeting wants to issue a verdict; Not; Follow the work to see where the work is stuck. Where is the problem? What part of it is related to the Supreme Council of Water; What part of it is related to the Court of Administrative Justice, and finally the officials at the top must reach a decision regarding this issue. A fair decision that everyone gets what they deserve and the farmer can continue farming without worry. The precipitation is not the same; Once we have a year of high water and another year of low water. At one time, the heavenly rains are such that the Zayandeh River is filled with water, and at another time there may be problems. In any case, this issue can be investigated.
Ayatollah Raisi said: Another point is related to the issue of imports. You witnessed the statements of the Supreme Leader with entrepreneurs, investors and economic activists. He said very important points, both for you who work in the field of production, and for the officials of ministries and organizations, and for us as a judicial complex. We were all in his audience and no one can say that the supreme leader of the revolution talked to anyone else; Not; He spoke to all of us and we are all obliged to carry out his orders. Regarding the issue of import, he mentioned that why should we import a product that is produced in the country and it is possible to produce it? That is, the money that wants to be given to imports, if it is given to producers and investors, it is for the benefit of the country, for the benefit of production, for the benefit of production prosperity and for the benefit of employment, and we are taking a step towards economic independence.
Brokers and middlemen are issues that both increase the price and make production difficult
He continued: As the gentlemen mentioned, the resistance economy is being realized and this is absolutely correct. The implementation of the Supreme Leader’s orders in connection with the reduction of the import of those goods, especially in the field of agriculture, which can be produced by farmers, is a manifestation of the realization of the resistance economy; Because the import of these items does not build a system with approved policies, nor with leadership guidelines, nor with laws that are approved under the title of development program. The executive and supervisory departments must ensure that this work is followed up.
Referring to the issue of middlemen and brokers, Ayatollah Raisi clarified: Farmers have said many times that what we deliver on the land is far from the amount that reaches the consumer, and it is clear that these middlemen are brokers and middlemen.
He continued: There should be another look at this issue between production and consumption in order to shorten this gap in a way that benefits the farmer and the consumer. This support requires us to look at both production and producer as well as consumption and consumer. Brokers and middlemen are issues that both increase the price and make production difficult.
The doors must be open for those who do not have the opportunity to express their rightful demands
Emphasizing respect for the farmer, he stated: We must act in the judicial system in such a way that if someone does not have the money to hire a lawyer and does not have the legal language to express his right, the door of justice should be open to him as if And he should be treated with an open face and with dignity and honesty and the spirit of serving the people, so that the person who is not able to speak his legal words correctly, can get his right.
The Head of the Judiciary pointed out that people should be truly respected, not ceremonially, and said: Dignity to the farmer, dignity to the producer and client should be taken into consideration in all organizations and administrative bodies of the country and by colleagues in the judicial system. take For those who do not have the opportunity to express their rights, the doors should be completely open and attention should be directed in such a way that people feel that they can fully achieve their rights in the administrative complex of the country.
In another part of his speech, the head of the judiciary said: The law must be implemented when it is approved. Weak law enforcement is better than no law. If a law in the field of business environment and removal of production obstacles, paying attention to the farmer, production and providing facilities is passed in the parliament, it must be implemented.
