* The legal path of approving the teacher rating system

These days, one of the concerns of teachers from the officials of the Ministry of Education is the implementation of teacher ratings; An event that has been promised in education for years, but in practice, what is supposed to happen does not happen.

The teacher rating scheme was proposed in the past, and sometimes a budget was allocated for the rating, but later the teachers stated that what was implemented was not the rating and they replaced the salary increase with the rating.

Finally, it was decided that the government should prepare the teacher rating bill and present it to the parliament. This bill was approved by the government at the end of 2019 and was presented to the parliament on March 17, 2019 for legal procedures. This bill spent almost a year in the Islamic Council and was examined and finally approved, and after removing the objections of the Guardian Council, it was approved by the Guardian Council on March 16, and finally it was announced by the President in March 1400.

The teachers’ rating regulation was approved on July 12, 1401, after a struggle in the government, and it went to education for implementation, but in the meantime, several things happened. It turned out that the implementation of this regulation was also facing difficulties because the procedure for its implementation had to be prepared and preparations had to be made for its implementation.

Among the objections that parliamentarians made to the teacher rating regulation was that a significant number of teachers were excluded from the rating law due to the fact that they did not have an employment code, and the number of teachers considered by the legislator was not taken into account, or that the evaluation center rating system Was not.

In any case, finally, the problems that the parliament had with the teachers’ rating regulations were resolved and the preparations for its implementation began.

Yousef Nouri, the Minister of Education, regarding the latest implementation stages of the Teacher Rating Law and its executive regulations, emphasized the importance of the strict implementation of teacher ratings by the provincial general administrations of education and said: The Teacher Rating Law is an opportunity to improve the education system, teacher qualifications. Emphasizing the role of the audit commissions in the implementation and acceleration of this law, he assigned the provincial audit commissions to accelerate the implementation process of this law in the regions and provinces.

The Minister of Education stated: With the final approval of the rating regulation in the government and the removal of the objections raised by the Parliament’s Consolidation Commission, the implementation process of this law has started.

* Applying the latest educational qualification to implement the ranking

A joint meeting of the general directors of education of the country’s provinces with the minister of education and members of the council of deputy ministers was held on Thursday, August 13, 1401.
