Negotiating with the Economic Council for further assistance in the development of Tehran’s subway network

The law on removing barriers to competitive production was approved; According to this plan, for each new trip created on the metro lines with the new fleet in proportion to the base period specified in the resolution, the amount of 8.9 cents (dollars) as the equivalent amount of fuel savings for a period of 10 years to Tehran Metro Company and 15 years to Other metros of the active metropolises of the country will be awarded. Based on this resolution, a contract was concluded between Fima Operation Company and Fuel Consumption Optimization Company, and the first subway worksheets were approved and paid for in 2018.
Eskandari further added: Tehran’s metro network has so far managed to receive about 440 billion Tomans from Article 12 sources. Of course, during the corona virus epidemic period, due to the decrease of subway passengers, despite the increase in service, the underground railway network was not able to access the base line specified in the resolution of the Economic Council. For this reason, after extensive negotiations and many follow-ups, the Metro company succeeded in obtaining a new approval from the Economic Council on March 18, 2019, according to which the baseline determined in the previous approval was reduced by half during the Corona era; Therefore, the worksheets for the year 2019 with an approximate amount of 190 billion tomans and about 16 million dollars for the year 1400 were sent to the fuel consumption optimization company, although the equivalent amount of rials for saving fuel in the year 1400 has not yet been deposited into the account of the metro company.
The Head of Investment Management of Tehran Metro Company further said: We are looking for negotiations to amend some clauses and provisions of this legal resolution in favor of the development of the underground railway network. including that the worksheets approved by the fuel consumption optimization company be paid on time or that the amount be increased by 9.8 cents per trip. In addition, the time required to return the total amount invested in the capital’s metro network can be increased to 20 years, and on the other hand, the facilities of this legal article regarding the maintenance and ready-to-work services of the rail transport fleet or the development of lines and infrastructures and Other equipment used in the subway that fully complies with the text of the law can also be applied.
In the end, Eskandari said: It seems that due to the importance of developing and equipping the public transportation network in big cities, which has been confirmed and emphasized many times by the country’s top managers, including the president himself, and also the good opinion and positive view of the members of the Economic Council who Everyone is aware of this issue, we can witness good events in this field this year so that the speed and quality of metro network development in metropolitan cities will be doubled.
