He added: “In the regulations of the Organizing Law for single men, it is not possible for them to benefit from the housing of the National Movement, but we are trying to make it legal.” Because one of the goals of the government today is to form a marriage and start a family, it can be an incentive for single men to take advantage of this opportunity.
Regarding the annual implementation of one million housing units, he said: “On average, 4 million housing units will be built during the four years of the 13th government.” It is practically impossible to build one million housing units in one year because the construction period of housing is at least 24 months. So 4 million will be built in four years. The planning is such that in the first two years, two million housing units will be started, all of which will be converted into residential units in the next four years.
Aslani said: the executive plan designed in the Housing Production Leap Law (National Housing Movement) is purposeful and facilities have been provided in proportion to the income decile. One to three deciles receive the most support from the government. Both government land, high facility ceilings and low subsidy rates are among the support given to deciles one to three.
He continued: “Other people benefit from the facilities in proportion to their income status.” About 300,000 to 400,000 units will be built annually by the private sector. We have provided incentives and attractions for the private sector to encourage them to continue the current process of housing construction, and for them to remain and help in the continuation of the production process.
Aslani said: “In the law on the jump in housing production for support programs, land must be leased in the form of a 99-year lease, which means that the land of the National Housing Movement is free for the first to third deciles.” Only applicants pay a small annual fee to the government. It should be around 40,000 Tomans per month in the best area.
The cost price of the housing production leap law
The director general of the Housing Economics Office said about the cost price of housing units: it is not possible to announce a fixed price for the completion of housing units in the housing production leap. We tried to consider the minimum price for the applicants. At present, the contracts signed in the national housing plan have been worth 2 million and 800 thousand tomans. In some parts of the country, the price of one square meter of construction has been 3 million and 300 thousand tomans, in which the coefficients of the program and budget organization will be changed and will reach 4 million tomans. At the same time, the price will be finalized by the time of delivery.
Aslani, stating that the Mehr housing experience is used in the law on the leap in housing production, added: Those who have all the infrastructure and superstructure facilities are the target of the draft law on housing production leap.
Aslani continued: “Also, if the lands of the residential units of the National Movement are installed next to Mehr Housing, the plan will be less damaged because they now have infrastructure and superstructure services.” In addition, the first condition for providing land is to consider its infrastructure and superstructure services. To this end, support has been explicitly provided for in the Housing Production Leap Law as well as in executive planning.
He pointed out that the grounds for the law on the leap in housing production have been counted, and explained: Land has been provided for the city of Tehran only in new cities, and currently the city of Tehran does not have grounds to name it as supportive housing. In the city of Tehran province, the law of housing production leap is implemented in new cities such as Parand, Hashtgerd, Robat Karim, Pakdasht and the new city of Ivanki in the southeast of Tehran.

According to him, the registration will continue until one million applicants qualify and will be done step by step. At this stage, one month is given, and after one month, fields are added, and after the agreement, single men can also register in the system.
A loan of 450 million Tomans for the people of Tehran
He pointed out: the collection of payments by housing applicants in the National Housing Movement plan consists of two parts. One part is the loan and the other part is brought by the applicants. Currently, the facilities seen for the housing production leap law are 250 million tomans per household. But the ministry has proposed a way for the central bank to increase facilities commensurate with income deciles.
Aslani added: “Currently, facilities worth 250 million Tomans are not suitable for the city of Tehran, so it has been proposed that this figure reach 450 million Tomans for Tehran, up to 400 million Tomans in other metropolises and 350 million in other cities.” Therefore, if this happens, the applicants will be brought in a different and appropriate way in accordance with the bank facilities.
According to him, if the applicants receive a loan of 250 million Tomans with an interest rate of 18%, they will have to pay about 4 million and 600 thousand Tomans per month for 20 years. If the proposal of the Ministry of Roads to increase the facilities in the Central Bank is accepted, the average interest rate will decrease. We have proposed that the interest rate be changed in proportion to the income decile, in which case we have given interest rates of 5, 7, 9 and 12 percent.
Aslani continued: The loan repayment of 350 million Tomans with an interest rate of 9%, about 2 million and 700 thousand Tomans per month for 20 years must be paid. This figure is acceptable considering the rents currently paid by the tenants.
Aslani added: “We are trying to facilitate the housing conditions of real applicants for proposals of executive solutions in the current economic conditions.” We will definitely hold meetings with the colleagues of the Central Bank and the Ministry of Economy and Finance, and all the officials will move in this direction to reduce the interest rates and prices for the housing sector so that housing is accessible to the people and we will remove the pressure from the people. .
