Prosperity of production and job creation with a special focus on cooperatives – Mehr News Agency | Iran and world’s news

According to the Mehr correspondent, after the dissolution of the Ministry of Cooperatives and the formation of the Ministry of Cooperatives, Labor and Social Welfare, attention to the cooperative sector was reduced to a minimum, although none of the experts and economic activists agree with the revival of the Ministry In this ministry, it strengthened because not only “cooperative economy” has been introduced as an economy based on popular participation, after the public sector as the second pillar of the country’s economy and before the private sector, but also in accordance with the general policies of Article 44 of the Constitution and program law. Sixth development, the share of the cooperative sector in the country’s economy should reach 25%. Meanwhile, the trustees announced the share of cooperation in the national economy between 3 and 5 percent.

On the other hand, considering that in recent years, numerous figures of the “share of cooperation in the national economy” based on the share of 6%, 7% and even 8% have been raised by activists and officials, it shows that this section Vacuum There is also a clear and accurate statistical system, as if it does not matter to anyone what the exact share of this section is.

Another issue is the share of the cooperative sector in the transfer host; In accordance with the process for divestitures of state-owned companies targeting Up to 30% of the resources from the sale of state-owned companies should be allocated to the cooperative sector, while according to Bahman Abdollahi, head of the Iranian Chamber of Cooperatives, this has not been properly achieved.

Another issue that can not be ignored is the impact of cooperatives on employment, because the cost of creating each job in the cooperative sector is 2 to 5 times lower than other sectors.

Collecting people’s micro-capitals in the cooperative sector

Hamid Haj Esmaili, an expert in the cooperative sector, says about the status of cooperatives: “In the current situation in the country, where we face economic and sometimes political problems for micro-investments due to sanctions, cooperatives are one of the best sectors that can collect micro-capital.” And to consolidate in order to reduce the amount of liquidity in the country and increase the presence and activity of the people in the economy. Also, our country has an educated workforce and has many graduates, and cooperatives have the ability to use these capacities in order to boost production and market development.

He says: the government of men and officials of the country do not trust and believe in cooperatives and are very little attention to the capabilities of this sector that they should change their approach to this issue. On the other hand, in order to achieve the real share of cooperatives in the national economy, we must encourage the country’s graduates to start businesses in various cooperative sectors by creating appropriate culture and background.

Haj Ismaili says: “With the revision of Article 44 of the Constitution, many public and governmental organizations should be handed over to the private and cooperative sectors, because their ability to manage them in these two sectors is stronger.” In order to revive cooperatives, cooperatives must also start demanding from various government departments within the framework of the law after launching their companies.

How many cooperatives do we have?

According to the latest statistics provided by the Statistics Center of Iran on the status of cooperatives, information on cooperatives has been published separately: active, in operation, in progress, inactive and dissolved.

According to this information, which is related to the years 1390 to 1399, the total number of cooperatives is 222 thousand and 521 cooperatives, of which only 69 thousand and 212 cooperatives are active, 104 thousand and 206 cooperatives are inactive and 21 thousand and 618 cooperatives have been dissolved. The status of members, employees and investment of cooperatives can also be seen in this statistical information, but the point to consider is the lack of statistics related to investment and members in 1999 in this statistical information.

Of course, Mohammad Jafar Kabiri, the former Deputy Minister of Cooperatives, had said in September 1400 that “although Iran had 74,000 active cooperatives five years ago, now this number has reached 94,000 active cooperatives.” However, the official statistics from 1400 have not been published yet and the latest statistics are from the year 99.

The need to improve the position of the cooperative by 6% annually

According to Mehr, experts believe that in order to achieve a 25 percent share in the remaining years of the Sixth Plan, ie by the end of 1400, the cooperative sector must improve its position in the national economy by at least 6 percent annually, which is unlikely given the current situation. It seams.

Of course, the Minister of Cooperatives, Labor and Social Welfare, Hojjatullah Abdul Maleki, promised in the very first days of his ministry that the 13th government would be used as a launching pad for the cooperative sector, saying: “We must take this sector out of isolation and strengthen the cooperative sector.”

According to him, there are five basic elements in the cooperative sector, including democracy, justice, knowledge-based, external and introverted, all of which must be considered.

Therefore, we have to wait and see what measures the government will take in 1401 to develop the cooperative sector and implement laws in this area.
