Ranking law and teachers who are still deprived of its benefits – Mehr news agency Iran and world’s news

According to the reporter of Mehr, even though educators have been looking for the implementation of the ranking system for several years, still some of them are left behind by the ranking law. are.
According to the ranking system that has become law these days, the professional qualifications of teachers are supposed to be checked and the salary and income will be increased according to their qualifications.
The lack of funds in previous years prevented the rating system from being a halal for teachers’ livelihood. This lack of funds continued until this year, to the extent that Yousef Nouri, the Minister of Education, believes that even in the 13th government, there were not enough funds to implement this law, and if he were the president, he would withdraw the rating bill from the parliament.
With all this lack of budgets and after several meetings that the Ministry of Education experts had with the plan and budget organization; Finally, in the summer of this year, the teacher rating system was finally approved so that the reviews to determine the teacher’s rating can begin.
Despite the efforts made to approve this law by the government and the attention of the parliament to increase the budget of this law, however, some of the educators are still left behind from the benefits of the ranking.
many teachers who were about to retire; In order to be covered by the ranking law, they continued their service in this ministry for two years; While many young teachers with ten years of experience and while they have not yet completed more than half of their service period; are deprived of ranking. The teachers of the Literacy Movement, contract forces and the Mehr Afarin project are among these.
Part of the teachers who have not yet been rated; teachers Lovely design are. Following the approval of the government board meeting on 9/29/1391, a recruitment plan was given to the highest authority of the executive body and governors with the permission of the Vice President of Management and Human Capital Development, so that after going through the administrative procedures and recruitment tests, the executive bodies Recruit staff. In line with the same plan, the Ministry of Education recruited teachers who are now left behind from the ranking plan. Another part of the remaining teachers from the ranking are contract teachers who were employed in the deprived areas of the country in 2011 and after the necessary selections.
Those deprived of ranking seek their rights
One of the teachers deprived of ranking in a conversation with Mehr reporter, stating that we are among the Moin labor contract forces, who were working with Mehr Afarin forces; He said: Some of the benevolent forces were able to make an agreement by operating in deprived areas; But because the capacity of the schools was full even in deprived areas, people like me could not become a contract force; At present, many educators, both from Mehrahafrin forces and Moeen labor contract forces, were deprived of ranking.
This teacher added: While the rating was supposed to include all the teaching forces of the Ministry of Education; Many educators are left out of the ranking are. We haven’t turned the situation around yet. We were among the company’s forces since 1986, we became contract forces since 1989, and we have remained contract forces until today.
Stating that I was a primary school teacher in the third and fourth grades for many years, he said: We completed 268 hours of employment training from the first to the fifth grades. 1st to 5th math courses or even prepared to teach 1st to 5th art classes as well. 268 hours of training have been announced as pre-employment and post-employment courses, while after that the names of these courses were changed to orientation courses, this is the injustice done to us.
This teacher from underprivileged areas said: Education authorities should not differentiate between teachers; Some of the forces complained to the Administrative Court of Justice and got a contract, while some could not complain and were deprived of their rights, some had someone to recommend them, while some did not have the recommendation letter.
The principal of a primary school in Khuzestan province, who was a member of Mehr Afarin’s forces, told Mehr reporter: I am the principal of a school from the forces of Mehr Afarin’s plan. We are really oppressed. Many of our colleagues were included in the rating, but we were not included in this plan. I have 16 years of experience. We participated in Farhangian courses and after that we got our bachelor’s degree in Farhangian University for two years.
I am the director of one of the elementary schools in the less privileged areas of Khuzestan province, and I signed the necessary certificates for some colleagues to upgrade the rank, but I myself was denied the rating.
This manager complained that after 15 years they tell us to come and take the qualification verification test again; He said: We spent 296 hours of training to get the necessary qualifications. After that, we got our bachelor’s degree from Farhangian University; Since then, we have had 1,700 hours of in-service training courses, all of which are related to the acquisition of qualifications for educators. I personally have 16 years of work experience and we are even considered among the contract forces of the Ministry of Education.
He stated that our competence was checked years ago; He added: I am the director of one of the elementary schools in the less privileged areas of Khuzestan province, and I signed the necessary certificates for some colleagues to upgrade the rank, but I myself was deprived of the ranking. It is really cruel that people with very little history are included in the rating within two years, but people like me who have worked for many years and passed the necessary courses are denied the rating.
This manager complained that after 16 years of experience and studying at Farhangian University, he was not included in the ranking. He added: The recruiter tells us not to register your information in the system until a circular is sent, you will not be ranked; Ministry of Education even Ali account He has not given us the rating to say that we are not subject to this rating.
Another teacher, who joined the education body since 2008, said in a conversation with Mehr reporter: I was a preschool teacher at first, and after we were not changed for several years, we filed a complaint in the Administrative Court of Justice, and in We got 94 votes and as a result in 2014 employment We were approved, but some of our colleagues are not subject to the decision of the court. They were considered as fixed labor contract forces in the Ahmadinejad government.
This teacher, who works in Kakavand region of Lorestan province, pointed out that people who complained to the Administrative Court of Justice were introduced to Farhangian University in six stages; He said: “But we are left behind. The number of survivors is not many. We are only four people in Kakavand region of Lorestan who left the qualification courses of Farhangian University.” There are only 20 people left from Farhangian University courses in Khorram Abad city.
Currently, Mehr Afarin and Kar Moin forces have an uncertain status regarding the ranking of these two categories.
These days, teachers who have not yet been rated despite having a long work experience, going through multiple steps for recruitment, passing thousands of hours of in-service courses or even getting a degree from Farhangian University, cannot understand why their rules should be different from other teachers. .
