Request for transfer of management of “Omid Entrepreneurship Fund” to the Ministry of Cooperatives – Mehr News Agency | Iran and world’s news
According to the Mehr news agency, quoting the information base of the Cabinet Office, according to paragraph (f) of note (12) of the Budget Law of 2017, the entire country was determined: “Its statute should be approved by the Cabinet of Ministers as a public non-governmental organization by the end of 2017 at the latest.” In this regard and in accordance with the Articles of Association of the Fund, the members of the Board of Directors and the Managing Director of the Fund shall be selected by the Minister of Cooperatives, Labor and Social Welfare.
In 1397, after the expiration of the above-mentioned decree, according to the President’s footnote, it was decided that the “Omid Entrepreneurship Fund” would remain in the presidency and, given the size of the Ministry of Cooperatives, Labor and Social Welfare, would not be transferred to that ministry. Therefore, the statute of the Reform Fund was approved by the Cabinet, and according to the new amendments, the “president or his representative” will be the chairman of the board of trustees, and the election of the CEO and board members will be determined by the “acting president”.
Now, the Ministry of Cooperatives, Labor and Social Welfare has mentioned that according to the recent amendment, the “Omid Entrepreneurship Fund” is affiliated with the Presidential Institution, while the said institution has nothing to do with the issue of work and employment in terms of executive missions. Meanwhile, the existence of “Cooperative Development Bank”, “Omid Entrepreneurship Fund” and “Cooperative Investment Guarantee Fund” as a coherent group in the Ministry of Cooperatives, Labor and Social Welfare increases the possibility of achieving the ideals and goals of the fund and Separating the links of this chain will disrupt the process of affairs, it is requested to amend the statute of the mentioned fund with the approach of transferring the management of the fund to that ministry.
It is worth mentioning that the above proposal is currently under review and decision-making in the Social Affairs and e-Government Commission.
