The forests of the northern provinces with an area of ​​approximately 3 million and 400 thousand hectares and 3 million hectares of forests in other parts, we are slowly entering a new chapter of the flourishing tourism industry.

Tourism has two very large dimensions and many components, one of its major dimensions is domestic tourism (Iranian travelers who travel within the country’s borders) and the other dimension is international tourism (international travelers). As citizens of Iran, our focus is more on international tourism and the general perception is based on the rule that the presence of foreign tourists is much more beneficial than domestic tourists, which of course is not the case because the way to develop the tourism industry and achieve Global standards exceed domestic tourism. Therefore, paying too much attention to attracting international tourists has prevented us from planning and developing it domestically, while the benefits and dimensions of this type of tourism are not less than its international type.

Perhaps now that this resolution has been approved by the cabinet, it is a good time to pay attention to domestic tourism and create suitable conditions for attracting more and better foreign tourists. The idea of ​​workload and activity to organize tourism in the northern, northwestern, Zagros, northern and southern coasts of the country makes people think.

Now the question arises, where should the story of all-round development of this great cause begin, so that the organization of this plan will be happy in the end? Or that in the process of organizing and developing under the gears of self-made processes, investment and approval of plans should not be trapped and should not be destroyed. In this article, I present the experience of decades of work in consulting engineering companies, universities and the government, in the hope that it will be helpful and effective.

1. Development has strange properties, it has been developed, experienced and tested, its results can be seen all over the tourist destinations of the world, and there are very advanced models of them that can be used and modeled, yes, although the fruit of the development of those destinations. It is the product of a different culture and society, but it can be exploited by localization as well as the removal, modification and addition of items to the pattern of other purposes, and take advantage of the trials and errors made and avoid repeating them, so as to achieve development in The set time must first be prepared and adjusted for the resident of a development model that does not seriously damage the current structures of the country, and the relevant models and regulations must be approved at the same place of approval of the subject matter (Honorable Council of Ministers). This means that the beginning, middle and end of the work should be well predicted and compiled, and with the approach of facilitation and comprehensive implementation, action should be taken to organize the mentioned areas.

2. The scope of intervention for organization and development must be completely and precisely defined, obtaining reputable companies with domestic and even foreign experience is an undeniable necessity. Through companies with appropriate rankings in the system of spatial planning, landscaping, tourism and architecture-urban planning, we can create suitable zones for the development of tourism activities in the form of software plans and projects (creating attractive events, food tourism, nature tourism, health, sports, rural tourism, desert tourism, Cultural tourism, beach-water activities, festivals and exhibitions, camping and caravans and many more) and hardware projects (such as creating new tourist areas, new tourist cities, health villages, hospital hotels, theme parks, leisure and entertainment centers, To determine and specify the residential complexes, promenades, museums, complexes, sites, etc.) The architecture and urban planning of the country should be presented in order to discuss how to transfer the management of the zones to the Ministry of Tourism, and finally the management of the required lands should be delegated to the said ministry.

3. The part-time experience of creating sample areas in the country and its amended regulations can be useful to guide the said decision in the right direction. Because the government, private sector and banks have gained good experience in streamlining tourism development and has shown some of the most important problems in organizing and creating exemplary areas in the country, which can be well managed with the help of past experiences. .

4. The focus of the implementation of the developed plans is without any doubt with the private sector, so while constantly using the opinions of their representatives, it is suggested that all laws, bylaws and instructions be developed specifically for this purpose because we believe the current trends and existing laws are the same as in He is.

5. Finally, do not always neglect the development-university and academic-currents, because the university does not make strategic mistakes.

6. Creating think tanks in the Ministry of Tourism in which the continuation of membership is the main condition and the promotion of this issue is left to them is one of the best and purest ideas that can bring this important home to its destination. A group of sympathizers and experts in tourism and development of the country can guarantee the implementation of the plan in a very short time and by creating new ideas. This has been done for many years in the developing countries of the Persian Gulf region and in some neighboring countries.

7. Due to the small dispersion of population and facilities on the southern coasts and especially Makran and the concentration of tourism facilities in the north, northeast and central regions of Iran, planning for the development of southern coasts and forests, especially in specialized areas of tourism can make fundamental changes in the balance. Create regions of the country and with foresight and foresight, this valuable and at the same time neglected region will become a tourism hub in the coming years, and finally some of the most important economic problems of the country, population concentration issues, water shortage problems, currency outflow The country, employment and the creation of new foreign exchange earnings will be achieved with a little planning.

8. In the areas of good governance and proper distribution of the country’s incomes, and considering the poor income and health status of the people of the region and the tendency to smuggle as a job, high unemployment and consequently poor livelihoods and ultimately lack of proper development in the southern regions The country, the clean tourism industry, can give life to the people and the economy of this region and solve the employment problem in the vast domination of its power. If tourists are able to enter the planned forest and coastal areas, there will be an opportunity to benefit the neighboring regions and provinces, and the national economy will be mobilized in the long run.

9. It seems that one of the most important factors that has led to a lack of proper knowledge of Iran’s historical, cultural and natural capacities, especially in the field of tourism, has been the lack of correct and up-to-date introduction of these capacities to domestic and foreign tourists. Provinces and city administrations can play a much more prominent role in domestic and foreign social networks and media with the cooperation of other organizations. In addition, the Iranian embassy in various countries can play an important role in attracting international tourists and currency for Iran with good and attractive products and efforts to change the thinking of nations created by European and American media, and to attract new investments to approved areas. To play. Today, our need in attracting international tourists is to increase the number of Iranian cultural ambassadors, but this time it is the people themselves. People who have the ability to communicate properly and effectively with another nation and to promote the correct Iranian culture in Iran’s target tourism markets. But this time, it is necessary for the Ministry of Tourism to enter this field as an independent institution and to achieve its goals in attracting foreign tourists with the cooperation of the Ministry of Foreign Affairs.

10. Licensing to establish knowledge-based companies, accelerated parent companies (specialized holdings) with various topics of tourism, development of companies related to startups and ICT by supporting the real private sector, launching and creating the above-mentioned matters. Investment will accelerate if we leave the real private sector a little freer and with pre-planning.
