He said: “The policy of Orientalism in Iran is the result of various pressures from the United States and Europe on Iran, which has made this tendency more powerful.”

He added: “Russia’s interests at that time had a more economic approach, but since the presidency of Vladimir Putin, its political aspects have become more prominent.” In this regard, Russia’s interests in the Muslim republics east and west of the Caspian Sea, as well as the Muslim populations in Russia itself, made the need to re-establish relations with these countries more pronounced.

“In the following years, security and military cooperation was highlighted along with economic considerations,” he said. In analyzing Russia’s relations with the countries of the region, its relations with Iran and Israel are very important.

He added: “It is very important for Russia to continue Iran’s civilian nuclear program under the supervision of the International Atomic Energy Agency and international arms control regimes.” Russia seeks to expand beneficial relations with Iran and does not want Iran to be subject to Security Council sanctions that would disrupt relations between the two countries.

“Russia is using its influence in the nuclear talks to show its power in world affairs and even to pursue its issues with the United States,” he said. And it has become a region, and Russia is trying to seize this opportunity to increase its interests, which is the rule of the international system.

Kolaei said that the 20-year Iran-Russia agreement, which was signed during the reform period and was automatically renewed, could provide a suitable capacity for the development of Iran-Russia relations based on the political will of the two countries; Provided that at the same time, the expansion of relations with the West, the resolution of challenges with the international community and the adherence to the rules governing the relations of the international system are pursued.

He added: “In this regard, Iran has important capabilities that will be available if a balanced foreign policy requirements are met.” Otherwise, Russia will take full advantage of these relations.
