According to the Mehr correspondent, in today’s (Sunday, March 22) public session of the Islamic Consultative Assembly, the deputies corrected the Guardian Council’s objections to the ranking system bill.
The amendments made to Article 2 of this bill are as follows:
General Competence: A set of personality traits and characteristics of a person, including beliefs, attitudes, beliefs and behaviors based on the value, cultural and moral system of the Islamic society and the country’s education system, which prepares the ground for committed work and commitment to the individual. Islamic values and the Islamic Revolution reveal laws and regulations. These competencies are reviewed and approved during the service of the beneficiaries.

Based on the amended note of Article 2, the evaluation of paragraph (1-3) of this article regarding religious minorities مصرح In the constitution, according to the criteria set forth in paragraph “h” of Article (42) of the Civil Service Management Law, approved on 7/8/2007.

The amended note to Article 4 states that the persons subject to the bill regarding the use of the administrative staff of the Ministry of Education who have been hired to serve as teachers are from the plan for classifying the jobs of teachers in the country and calculating their experimental records approved by the Revolutionary Council on 09/17/1358. Subsequent amendments will also apply to this law.
Article 5 of the amendment states: Achieving higher ranks requires at least fifty years of service in each rank and obtaining other necessary conditions set out in Regulations Executive This will be the law.

In accordance with Article 6, for the ranks subject to this law, above Extraordinary Ranking is determined by teacher recruitment rules. Note 1- Above Extraordinary Teacher ranking except Factors are not the basis for calculating the minimum wage of government employees and the minimum wage stipulated in the annual budget laws.
Note 2- The government is obliged to allocate all the privileges and percentages subject to Chapter 10 of the Civil Service Management Law to other subjects of this law, equal to other government employees, and the extraordinary ranking of the subject of this article is in addition to the mentioned privileges and percentages. Kasur Retirement is also included.
Note 3- Extraordinary ranking of the subject of this law will be applied from 31/6/1400. Retired teachers before this date are not covered by this law.
Also, in order to eliminate the objection of the Guardian Council, two articles as Articles (7) and (8) were added to the resolution as follows:
Article 7- In order to properly implement the ranking system, central, provincial, city, regional and district auditing boards are formed with the following composition:
A- Members of the Central Audit Board:
1- Minister of Education (Chairman of the Board)
2- Deputy of the program ریزی And Resource Development (Vice President)
3- Head of the program center ریزی Human Resources and Administrative Affairs (Secretary)
4- Secretary General of the Higher Education Council
5 – Two deputies of the Ministry of Education elected by the Chairman of the Board
6- Director General of Performance Evaluation and Complaints Response
7- At least two people Expert Elected by the Minister of Education
8- President of Farhangian University
9- The head of the security center
B- Members of the Provincial Audit Board:
1- Director General of Education of the province (Chairman of the Board)
2- Vice President for Research, Program ریزی And Provincial Resources Development (Vice President)
3- Director of Human Resources and Administrative Affairs (Secretary)
4- One of the directors of education departments of the city / region / district selected by the director general
5- Two people Expert Selected by the Director General
6- Deputies of the General Department of Education of the province and the head of the Exceptional Department
7- The head of the security department
8- Manager of performance evaluation and response to complaints
9- Head of the campus of Farhangian University
C- Members of the auditing board of the city / region / district:
1- Head of Education Department of the city / region / district (Chairman of the Board)
2- Deputy of Management Development and Support (Vice President)
3- Expert in administrative affairs and organization (secretary)
4- The deputies of education of the city / region / district and the representative of the exceptional administration of the province
5 – One of the managers of educational units elected by the chairman of the board
6- Two people Expert By electing the chairman of the board
8- Security expert
9 – Evaluation expert
According to Article 8 of the bill, teachers who have the necessary privileges for Upgrade They have obtained one of the ranks subject to this law, every three years once Are re-evaluated.
