* How was the Supreme Council of Education created?

After the victory of the Islamic Revolution of Iran and based on the preliminary studies and investigations, it was felt the need to continue the activity of this Council, and for this purpose, the Ministry of Education prepared the bill for the establishment of the Supreme Council of Education and submitted it to the “Council of the Islamic Revolution of Iran” for approval. became. This bill in 15 articles and 4 notes was approved by the aforementioned council in February 1358 and was notified to the Ministry of Education for implementation.

In 1381, in order to improve the position and role of the Supreme Council in the process of education, amendments were made to the law of the Council and the law amending the legal bill regarding the formation of the Supreme Council of Education, consisting of 5 articles, was approved by the Islamic Council. Based on this amendment, there are changes in the legal bill regarding the formation of the Supreme Council of Education approved by the meetings of the Islamic Republic of Iran Revolutionary Council on 27 February 2018 and 16 April 2019 and the law to amend articles of the law on the formation of the Supreme Council of Education approved by the Islamic Council on 25 December 2016. Came.

Based on these changes, the Supreme Council of Education and Practice was recognized as a policy-making authority in the field of general and secondary education within the framework of the general policies of the system and relevant laws and regulations, whose administrative organization operates with independent budgets and organizations under the supervision of the Supreme Council of Education. It is responsible for providing scientific, research and service support in accordance with the duties and responsibilities of the council, monitoring the good implementation of the approvals and developing communication with the executives and the people.

Iran underwent new developments in the political, social, cultural and economic fields during the Qajar period and especially during the Nasrid era. Since the ineffectiveness of the traditional education system and its inability to respond to new needs was gradually felt more than in the past, the establishment of new-style schools was placed on the agenda of the cultural and political elites of the time. This required the design and implementation of a new educational system, including the construction and establishment of schools, the creation of new structures, the use of educational technologies, content production, teacher training, etc. For this purpose, an association consisting of the founders and supporters of modern schools under the title “Education Association” was formed in 1275 AH. It was established that after various changes and developments, now we know it as “Higher Council of Education”. In fact, the Supreme Council of Education can be considered as the founder of the foundation and structure of Iran’s new contemporary culture in general and the modern education system in particular; So that until the mid-forties, the scope of the council’s mission included a wide field of cultural, educational, and scientific affairs of the country, which today has been entrusted to several ministries and organizations.

The establishment of the Education Association in 1275 AH was a turning point in the scientific and cultural history of our country. In this association, in which the Minister of Science and Physical Education had several nobles and scientists as members, in addition to the establishment of schools, the writing and editing of several textbooks and the publication of Maarif newspaper, the National Library was also founded. In March 1300 AH, the law establishing the Supreme Council of Education containing 15 articles was approved by the National Assembly and in 1316, with the approval of the Iranian Academy, the Ministry of Education became the “Ministry of Culture” and, accordingly, the Supreme Council of Education became the “High Council of Culture”. The name was changed. In December 1331, the law on the establishment of the Supreme Council of Culture, consisting of 12 articles and 10 notes, was approved by the Senate and the National Council.

In 1343, the Ministry of Culture was divided into three Ministries of Education, Higher Education, and Culture and Art, and the Supreme Council of Culture was also renamed to “Supreme Council of Education” and in September 1345, the law establishing the Supreme Council of Education included 9 articles and 5 notes have passed since the approval of the parliamentary committee.
