According to Fars report, Hamid Najari, the technical and civil deputy of the inspection organization, explained about the production and implementation of asphalt in Tehran and said: Asphalt production has been centralized in the Tehran Municipal Engineering Organization since 2018, with 4 factories in existence.
Referring to the production of about 700,000 tons of asphalt last year, the technical and civil deputy of the inspection organization said: According to the order of the mayor of Tehran to produce 1,700,000 tons of asphalt by the end of this year, the number of factories and the volume of production meet the needs of the city. It was not Tehran, so it was decided to create two new factories with the capacity of producing 240 tons of asphalt per hour.
He pointed to the production of 370,000 tons of asphalt in the first quarter of this year and continued: This amount of production is 50% more than last year’s production in the same period.
The Technical and Civil Deputy of Tehran Municipality Inspection Organization emphasized: In this regard, the Jihadi plan and nationwide movement to carry out manual and mechanized asphalt coating in 1402 was followed up and started with the seriousness and accuracy of the Technical Deputy of Tehran Municipality, and today many citizens pass through it every day. On the roads, especially the highway roads, they witness the repair and restoration of asphalt.
Two new asphalt production plants will be put into operation in the coming days
The technical and construction deputy of the inspection organization added: According to the plans, one of the factories will be put into operation by the end of June and the other factory by the middle of July.
Najari Asl pointed to the Jihad Asphalt plan in Tehran city and noted: considering that the issue of asphalt is a strategic issue for Tehran municipality and one of the main plans of Tehran city is to improve the quality of asphalt roads and subsequently increase the satisfaction of citizens in this field and considering this It is important that in the past years, asphalt repair was not done in many parts of roads and highways, and the cold weather last year also doubled the damage to the asphalt surface, so the level of asphalt damage increased.
He stated: For this purpose, with the order of the mayor of Tehran and the support of the technical and civil engineering deputy of the municipality, since the end of last year, the asphalting of the highway section using the capacity of the starting areas and this project in highways such as Hemat, Yasini, Azadegan, Chamran, Chiraghi and so on. .. was implemented and continues.
The technical and civil deputy of the inspection organization pointed out the status of asphalt repair and restoration of Azadegan highway and stated: The repair and improvement of Azadegan highway caused resentment for the respected citizens due to extensive damage and the requirement to stabilize and upgrade the infrastructure of the highway. The highway crossing will be available to the citizens in the near future and with the basic completion of the executive operations.
He stated that according to the plans, the highway asphalt modification project will continue until the end of the year, adding: Currently, 144 crews are active in the field of asphalt spreading, of which 34 crews are mechanized and 70 crews are in the form of coating. Handy and the rest are working for spotting at the level of the regions.
Najari Asl paid attention to the actions of the technical and construction deputy of the inspection organization in the implementation of the Jihadi Asphalt plan and said: first of all, the issue of assessing the needs of the areas for asphalt was put on the agenda and it was decided that all the areas, roads that need to be cut and coated with asphalt They have to announce based on priority.
The deputy of the inspection organization added: After evaluating and verifying the need for asphalt on the roads, we entered the phase of monitoring and controlling the asphalt consumables. At this stage, samples were taken from about 100 mines that have a suitable capacity for asphalt production, and after a qualitative assessment by the Tehran Geotechnical and Studies Center, a list of mines with high-quality materials and suitable for the climatic conditions of Tehran was prepared.
He listed the supervision of tenders, procurement of materials and the selection of selected contractors for asphalt spreading as other key actions of this deputy and said: due to the importance of asphalt spreading and implementation at the road level, the inspection teams, while being present at the implementation site, Monitoring the way of implementation, taking action and in case of non-compliance with the defined standards, necessary measures will be taken to correct the asphalting process.
Najari Asl considered the useful life of asphalt to be between 5 and 10 years and noted: One of the defects observed was the improper substructure of asphalt. If the necessary reforms are implemented, we can witness the increase in the useful life of asphalt roads in Tehran.
Each kilometer of asphalt costs about 214 million tomans
The deputy of the inspection organization in the technical and civil field also mentioned the cost of asphalt in Tehran and said: a large part of the cost of asphalt is related to the supply of bitumen. Currently, each ton of bitumen costs between 17 and 20 million tomans, which is a large number.
He continued: Another part of asphalt costs is the preparation of materials (sand), as well as the costs of asphalt implementation, which with a preliminary estimate and taking into account that each ton of asphalt covers about one meter, it can be said that each kilometer of asphalt The road costs about 214 million tomans.
Najari also mentioned the main issue of contractors’ violations and added: In the discussion of contractors’ violations, he examined the validity and correctness of the situations, and among these, one of the important points is the advance payment of tenders and contracts in the case of the first situation, on account and without It was performance that we entered into this issue, and currently the first status report is paid according to the performance of the contractor.
The deputy of the inspection organization listed the issue of not making price deductions and land adjustments that were wrongly given as other violations that the inspection’s entry into these issues has prevented a large part of the violations.
