According to the Mehr correspondent, recently a video was circulated by a cyberspace user on social networks regarding the “Law on the Protection of Users’ Rights and Basic Services of Cyberspace Applications”, in which it was stated that “with the approval of this plan in the parliament “Islami, all the services that users are currently using, such as Instagram, WhatsApp and Google, will be blocked and filtered, and a year later there will be no news of the Internet as we know it now.”

In this regard, Seyed Abbas Moradi, one of the designers of this project, responds to the doubts raised about the project to protect the rights of cyberspace users in a video.

“According to this plan, if a social network or service is tied to people’s lives and there is no similar for it, no one is allowed to issue a filtering order,” he said. This means that we can be sure that Google will never be filtered or that services that are not similar in the country will be blocked for users.

Moradi pointed out that DJ Kala, Alibaba, Snap and Tepsi and the like are not considered as basic services and are outside the scope of this plan: This plan is not about all Internet services. It is related to about 12 basic services.

The drafter of the draft law on the protection of users’ rights and basic services of cyberspace applications said: “This hypothesis is wrong that” no foreign company is willing to cooperate with Iran and as a result we will no longer have any foreign services “; But the experience of Telegram shows that we can negotiate with foreign companies and not only transfer their CDNs into the country, but we can convince them to accept the laws of our country.

He added: “There is only one challenge and that is whether the Telegram experience is going to be repeated?” That is, a messenger to affect the lives of 40 million Iranian users and then violate its obligations? In response to this question, it should be said that in this plan, we seek not to repeat the bitter experience of Telegram, and if Telegram comes to recognize the rights of Iranian users, not only will the filter be removed, but also facilities will be provided to it. This plan has paved the way for Telegram to reactivate in Iran.

Moradi said: “The High Commission for Regulation of Cyberspace in this plan, as an upstream commission, is the guardian of the interests of businesses for which decisions are now being made in pieces.” Also, in this plan, using VPN is not only a crime, but if the rights of users are respected, the VPN manufacturer can make money from this place. Finally, it is not going to shut down a business or filter a social network or service. Rather, the rights of users in cyberspace are to be recognized.
