The Clean Air Law was passed in the previous government but was not implemented / We are not indifferent to the problems of the people


According to the Fars News Agency’s urban correspondent, Nasser Amani stated in the courtyard of the Tehran City Council today in a remark about air pollution: “My warning is to defend the position and prestige of the city council.” As representatives of the people, we have a duty to talk about the problems that the people are facing, if we do not find a short-term solution, and to draw the attention of the relevant officials to it.

He added: “Some media outlets that had been in charge of the country for eight years until August and did nothing and only talked about air pollution in Tehran, published articles.” Interestingly, the Clean Air Act was promulgated exactly on 18 August 1996; That is, at the beginning of the second term of the previous government and the beginning of the fifth term of the city of Tehran.

This member of the Tehran City Council continued: he has been responsible for four years of urban management within his authority and eight years of the two previous governments. All ministries are responsible for the implementation of this law. The Clean Air Act specifies the responsibilities of ministries, and the responsibility for coordination and oversight rests with the Environment Agency. One of the newspapers wrote about air pollution in the privacy of the sixth council; That is, we were accused of talking about air pollution in Tehran behind the scenes and in closed rooms, and we do not dare to speak in public and in front of the media, this is wrong.

Amani added: You must be accountable for legal duties that you have not performed for eight years. This council has been working for three months and during these three months it must have a responsibility and we must be accountable; We are responsible as a council and municipality. Today, people’s movement and breathing are disturbed; This means that we have traffic and people have problems for their traffic, and at the same time the air pollution index in Tehran is 146, and we are approaching the alert situation. We are responsible for this incident and we remind ourselves of the minimum duties that are the responsibility of the municipality.

This member of the Tehran City Council continued: Alireza Zakani appointed one of his former deputies, Mr. Manaf Hashemi, as a consultant in the clean air debate. Two months after his sentence, he must come and tell what he has done. He said that the issue of air pollution is between different departments and they are right; Deputy Minister of Transportation and Traffic, Urban Services and Environment, Civil Engineering and Regional Affairs are involved.

He added: “If there is a meeting in the field of traffic transportation, technical inspection of cars, air pollution control headquarters, subways and buses, let them know.” Even today, when we walk in the city, we see that some of the municipal cars themselves are the cause of air pollution. The buses that are out of date and the transportation system has to use them, and if they do not use them, the number of the same 2200 devices will decrease and more pressure will be put on the people.

Amani said: “We accept and we know that nothing can be done in the short term and improving the situation requires long-term work, we are the inheritors of the unfinished work of the past.” People and officials should know that the problem of air pollution in Tehran will not be solved by holding a meeting and saying that a headquarters or a council will be formed. Most of the air pollution is caused by traffic and transportation staff also say that the main reasons for air pollution are caused by moving vehicles in Tehran.

The council member added: “We have four million motorcycles in Tehran, 90% of which produce pollution, minus worn-out taxis and buses, and 100,000 trucks, 70 to 80% of which travel in Tehran at night.” Hold a meeting, warn and advise so that people know that we are not indifferent to their problems. Amani said: “Air pollution is not in our privacy and air pollution is in our minds and hearts, but it requires long-term work and long-term work is in the hands of the government and the municipality must work in its duties.” I think it would have been better if the Deputy Minister of Transportation had been invited today to give a report on the cause of the pollution, where the problem is, whether short-term work can be done or not, and what we should do if we work long-term.
