With the aim of speeding up and facilitating the implementation of judicial rulings in the banking network and the realization of the rights of financial claimants, as well as quick, easy and high-quality access of the people to inter-institutional services, the Central Bank, in cooperation with the judiciary and the banking network, has initiated the creation of an integrated system of judicial rulings (context ) so that by using this system, the notification and execution of court rulings in the banking network can be done online and instantaneously.
In simpler terms, if the court order is issued for personal benefit and it is necessary to identify the property of the convicted person to freeze the property, with the help of this system (which is at the disposal of the judge), it can be done much faster than before by going through administrative bureaucracies and paperwork. to reach his legal rights.
Expansion of electronic interactions between the banking system and judicial institutions
By using the Siyaq system, from now on, by eliminating paper correspondence and bureaucracy between institutions and through the expansion of electronic interactions between the banking system and judicial institutions, all stages of identifying accounts by the judicial authority, inquiring the current balance of the account and issuing a blocking order and unblocking the account , can be done online and in real time at all hours of the day and night.
This is despite the fact that before using this system, financial plaintiffs in a complex bureaucracy had to send orders such as account blocking in writing and through correspondence or in offline systems from judicial authorities to the banking network, which according to statistics In some cases, this complex bureaucracy leads to a year of wasted time, but with this system, the speed of obtaining people’s rights will increase significantly.
Reducing the time for implementing public demands from 200 days to a maximum of 4 minutes
In the same context, Mehran Moharmian, Vice President of New Technologies of the Central Bank, says about the unveiling of the Syaq system and its effects: This system is the result of several years of efforts of our colleagues, and with its establishment, the average execution of a court order in the banking network went from 200 days in 2014 to a maximum of 4 minutes. It has decreased in 1402, which will have a significant impact on the realization of social justice, reducing the time of hearing and obtaining results in court cases for the benefit of the people, as well as preventing the non-implementation of legal sentences due to withdrawal from the accounts under prosecution.
Also, according to Mohramian, the modern software and hardware infrastructure of the system has been formed by connecting all the banks in the banking network and the judiciary centered on the Central Bank, which is the result of this 8-year effort, a big step towards realizing judicial justice, creating equal opportunities for access Individuals of the people to services in the entire geography of the country and the realization of electronic government.
It should be mentioned that the Siyaq system, which was launched based on Article 19 and 21 of the method of execution of financial convictions and Article 117 Clauses A and F of the Law of the Sixth Five-Year Development Plan, saves more than 50 million man-hours per year on average, saving judicial judgments will realize finance.
