He added: We hope that this bill will go through the stages of approval in the government and parliament and become a law after receiving the opinion of the Guardian Council.

Late last week (Wednesday, May 27th of this year), the spokesperson of the government announced that the bill proposed by the judiciary regarding chastity and hijab was examined and approved by the government committee and sent to the Islamic Council.

Now the bill to support the culture of chastity and hijab has reached the station of the Islamic Council, and the new details of this bill are as follows:

From a warning to impounding the car

In the bill to support the culture of chastity and hijab, which has a social and preventive approach and will be applied intelligently and using modern technologies, women’s discovery of the head veil, body nudity, and wearing thin clothes that reveal the body are criminalized, and the perpetrators of this crime after Identification through smart systems will be warned and fined up to 3 times, and in case of repeating the crime for the fourth time, they will be referred to the judicial authority.

Also, in this bill, if the crime of finding a hijab in a car is committed, after 2 warnings and a financial fine for the third time, in addition to the fine, the vehicle will be seized electronically for 7 days.

In one of the notes related to this section, which strengthens the preventive approaches of the bill, it is stated: “As soon as the perpetrator is notified of a warning or a fine within the protest deadline or deals with it within a week after the notification of the result of the protest through the system, he is committed not to repeat it. If there is a violation, only for one time, the notification and fine will be canceled and the aforementioned actions will be canceled at this stage.

The bill proposed by the Judiciary considers the monitoring of hijab status in government, public and non-government places as one of the points of gravity to strengthen the culture of chastity in the society, and for this purpose, it has foreseen certain legal mechanisms.

The crime of discovering hijab by employees of government agencies

Based on this, the crime of uncovering hijab by employees of government agencies will be followed up and prosecuted through the monitoring mechanisms of the relevant agency up to 3 times, and the violator will be introduced to the judicial authorities in the fourth time.

Note 1, Article 3 of this bill states: “Hijab is mandatory for the clients of the aforementioned institutions, and the provision of administrative services to them, as the case may be, in the aforementioned institutions will depend on compliance with the provisions of this law.”

The bill proposed by the Judiciary, which includes warnings, fines, and some exclusions from social services for the perpetrators of the crime of uncovering hijab, on the other hand, emphasizes in Article 6 that no one has the right to insult these people.
