According to the Mehr news agency, quoted by the presidential legal deputy, Seyyed Ahmad Habibnejad, the secretary of the Constitutional Law Implementation Follow-up Board, announced: the increase in the price of textbooks in the next academic year was limited to 30% by the order of the president. Meanwhile, due to the increase in the price of paper, the cost of printing textbooks for students of the first to twelfth grades in the academic year 1403-1402 has increased by nearly 85% compared to the previous academic year.

Seyed Ebrahim Raeesi recently ordered the Program and Budget Organization and the Ministry of Education to “seriously” pursue the provision of free or subsidized textbooks for students from low income deciles.

The President issued this order in view of receiving a report from the Constitutional Law Implementation Follow-up Board, regarding the increase in the price of textbooks in the next school year due to the increase in the price of paper and concerns about the dropout of a number of students from low-income deciles.

Mohammad Dehghan, Legal Deputy of the President and Vice-Chairman of the Constitutional Law Enforcement Commission, informed the president and the head of the commission in a letter on the 19th of Farvardin that in the meetings of the Secretary of the Constitutional Law Enforcement Commission with some officials of the Ministry of Education regarding the review of the implementation of the Constitution in This ministry has stated that one of the worrying problems in the field of education is the increase in the price of textbooks in the academic year of 1402-1403.

In his letter, Dehghan also referred to the third paragraph of the third article and the thirtieth article of the constitution (the government’s commitment to free education), the ninth paragraph of the third article of the constitution (the government’s commitment to create fair opportunities for everyone) and according to the emphasis of the government transformation document A public opinion on guaranteeing the rights of the citizens, especially the oppressed citizens, also in line with the fifth paragraph of the seventh article of the directive on how to exercise the responsibility of the president in the implementation of the constitution (identifying the obstacles to the implementation of the constitution and providing the necessary solutions), suggested to the president: “Order as possible Necessary steps should be taken to provide textbooks for the students of the lower deciles of the country for free or with a special subsidy.”

Following this letter, Gholamhossein Esmaili, the head of the president’s office, on the 23rd of Farvardin, ordered the head of the 13th government to “seriously follow” the proposals of the legal deputy of the president to address concerns about the effect of the increase in the price of textbooks on the dropout of students in the lower deciles to the Acting Ministry of Education and The organization announced the plan and budget.

Hojat-ul-Islam Ali Latifi, the head of the Educational Research and Planning Organization, which is in charge of printing students’ textbooks, announced at the same time as the start of the textbook registration site for the next academic year that in implementation of the President’s order, the price of textbooks will be increased by 30%. has decreased and with the agreement of the program and budget organization, the difference of 55% of the increase in the cost of printing textbooks will be provided by other means.

It should be noted that the price of textbooks is subsidized and the effort has always been to make families pay less for their children’s textbooks in proportion to the increase in printing costs.
