According to the Mehr news agency, quoting the information base of the cabinet office, the cabinet in the meeting dated 3 Bahman 1400, with the aim of improving the living conditions and business of border residents, a joint proposal of the Anti-Trafficking Headquarters and the Ministry of Cooperatives, Labor and Social Welfare Approved the “National Program for Strengthening Business, Livelihoods of Border Residents and Creating Sustainable Employment in Border Areas”.
In the above regulation, an attempt has been made to design and implement the process of improving the livelihood of border residents in accordance with the local capacities of the region, by using employment facilitator models and with the cooperation and coordination of relevant executive bodies. The most important results of the implementation of the national program to strengthen business, livelihood of border residents and create sustainable employment in border areas are:
– Changing the procedure for creating employment in border areas and preventing corrupt exemptions in those areas with more than one-fifth of the cost in traditional employment patterns
– Targeted concentration of employment-generating activities in border areas under a centralized program and preventing parallel work of devices
– The possibility of doubling the capabilities of border areas by providing traffic permits in bilateral agreements with the reciprocal province
– Creating endogenous and productive security based on maintaining economic capacities and employment formed instead of costly non-productive and fragile existing security
– Increasing national production in border areas and creating export opportunities
The development of goods and services trade in border areas, increasing public participation and endogenous development, increasing empowerment and resilience, and improving the infrastructure related to the national program are among the strategies and policies of the program.
Also, according to the mentioned by-laws, the Ministry of Cooperatives, Labor and Social Welfare is obliged to cooperate with the headquarters and use the capacities and models of social business and through facilitators in the field of business and employment, including non-governmental and revolutionary public institutions. , Create sustainable employment and provide and strengthen the livelihood of border residents (with priority given to the provinces of West Azerbaijan, Kurdistan, Kermanshah, Khuzestan, Bushehr, Hormozgan and Sistan and Baluchestan).
In implementing the law establishing the High Employment Council and the law on continuous improvement of the business environment, the National Committee is obliged, in cooperation with the Iranian Chamber of Commerce, Industries, Mines and Agriculture, to develop the capabilities and capabilities of public non-governmental organizations and institutions, associations and specialized associations. All executive bodies are obliged to issue the mechanism of starting businesses in border areas related to the issues mentioned in the national program only through electronic registration and inquiry (without the presence of the applicant and during the usual process of obtaining a license).
The Ministry of Economic Affairs and Finance (Board for Deregulation and Facilitation of Business Licensing) in cooperation with the Ministry of Cooperatives, Labor and Social Welfare is obliged to identify and classify business licenses in border areas based on the sensitivity of the action and registration procedure. Electronics started the business within three months and was approved by the board so that the license to start insensitive businesses was issued within 5 working days.
The government also instructed the Ministry of Interior, in cooperation with the Ministry of Foreign Affairs, the Ministry of Intelligence and the police, to implement the necessary mechanism to facilitate the movement of border residents and stakeholders in the program within border areas (such as issuing traffic cards for users). Provide and operate hardware and software services and facilities.
In order to encourage domestic and foreign investment in the opportunities under the national program, the Ministry of Economic Affairs and Finance, in cooperation with the Ministries of Cooperation, Labor and Social Welfare and the country, is required to develop an incentive package for investment in border areas.
