The progress of the national housing movement depends on the individual transfer of land

According to the economic correspondent of Fars News Agency, in the housing issue, the major share of the price is for the land. If the government solves the land issue with a specific plan, it has reduced more than 70% of the cost of providing shelter for the people.
Mehrdad Bazarpash, the Minister of Roads and Urban Development, recently said: “200,000 applicants for the National Housing Movement Plan have been given land, and land transfer to 400,000 people is on the agenda this year.”
According to the mentioned introduction, handing over land to the people for housing construction is the most important capacity for popularization of the national housing movement. Because in normal case, considering that people’s financial ability is not the same and their contributions are different, if the project faces financial problems, it will take time to build it.
While by handing over the land to people to popularize the construction process, each person starts building housing according to his own and continues his project until its finalization. In addition, people can design the interior and exterior of the house according to their taste, which gives them more psychological satisfaction.
In relation to this idea of housing construction, which is known as popularization of construction, Farshid Ilati, a housing expert, said in an interview with Fars reporter: By popularizing one-story houses, more diversity will be created. In fact, various architectures are used. Also, the manufacturing process goes very fast and the finished price becomes cheaper.
He added: When you make each person responsible for building a residential unit for himself, the result is the improvement of the quality of residential units, because in the slang term, a person with more compassion provides the ground for building a quality residential unit for himself.
This housing expert explained another benefit of the popularization of housing construction and said: The ineffectiveness of inflation on construction costs due to the increase in the speed of construction of a one-story house compared to a high-rise apartment is one of the other benefits of assigning land to individuals.
* The amount of government support so far
Despite the emphasis of experts on the popularization of housing construction, the trustees of the national housing movement have focused more on the mass construction and tripartite model. The government’s policy is the number of plots with a small area, which the mass construction contractors do in this way.
While on the other hand, the model of popularization and individual handover has been neglected, the noteworthy point is that based on statistics, individual handover has been more productive. According to the statistics provided by the Ministry of Roads and Urban Development, the construction of 2,000 units will start in Tabas city in December 2019, and by the end of March 2011, 1,500 units out of 2,000 units have been delivered in Tabas projects, and the remaining 500 units are about 60% progress. had. While in Birjand, 2000 units were assigned as a group and with the same conditions, only 15 units have been put into operation. In fact, where the work has been entrusted to the people and the land has been provided to them, the performance has improved 100 times.
* How to control the harms and challenges of popularization
On this basis, Hadi Momeni, a housing expert regarding the supervision of the popularization process, said in an interview with Fars reporter: Serious supervision of technical and quality issues by the government is the most important way to control damages and challenges. This supervision should be done both during the work and at the end of the work. take
He added: The Ministry of Roads and Urban Development, using its experts, should have continuous monitoring and supervision during the specified period of time, and after the completion of the construction, the necessary strictures should be followed and carried out to issue the certificate of completion of the building.
Momeni emphasized: It is definitely necessary to specify a specific period of time for construction. For example, the land is given to a person, he has 5 years to advance the construction of the house and bring it to an acceptable level, otherwise, a plan should be considered so that the land returns to the government cycle.
* Popularization should be followed in the national housing movement
It seems that the popularization of the national movement is a capacity that has been less used so far. This will speed up the progress of the project. Of course, the government’s supervision of the constructions should be continuous.
This division of duties between the people and the government is beneficial for both parties. It is better for the Ministry of Roads and Urban Development and the municipalities to use all their power to facilitate this and provide the people with the many vacant lands that exist in all parts of Iran and are suitable for habitation.
