Considering the policies of the 13th government and emphasizing the program-oriented nature of the institutions’ credits in order to make the executive bodies accountable for the credits, the country’s welfare organization has been designated as the main executive body for the support of the disabled, and the sub-tiers under this organization have been merged with the main tier.

In 1401, the notified appropriations of the country’s welfare organization from public resources and subsidies were equal to 229,886 billion rials, which according to paragraph (d) of article (28) of the law on the addition of certain articles to the law on the regulation of part of the government’s financial regulations (2) and considering To collect revenues and other public resources, 221,664 billion rials (equivalent to 96%) have been allocated to the country’s welfare organization from this amount of credit until the end of 1401, to be spent on fulfilling the missions and tasks of that organization.

It is worth mentioning that based on Article (79) of the Law of the Sixth Development Plan, the government is obliged to pay pensions to the people covered by the support institutions and there is no law to pay Eid to the above-mentioned beneficiaries.

Also, considering the policies of the 13th government and emphasizing the program-oriented nature of the institutions’ credits in order to make the executive bodies accountable for the credits, the country’s welfare organization has been designated as the main executive body for supporting the disabled, and the sub-tiers under this organization have been merged with the main tier. This issue has been implemented for other executive devices as well. The country’s welfare organization is obliged to support and rehabilitate the disabled, based on the upper laws and also the single article of the legal bill for the establishment of the country’s welfare organization approved on 24.3.1359, and this issue is one of the inherent duties of this organization.

In this regard, for the implementation of the missions of the country’s welfare organization, in the budget bill of the year 1402 of the whole country under the line of the country’s welfare organization (131500), a credit equal to 37900 billion tomans has been predicted, which has grown by 65% ​​compared to the budget law of the year 1401 of the whole country. From the above credit amount equal to 25585 billion Tomans, equivalent to 67%, has been included for the implementation of part of the provisions of the law on the protection of the rights of the disabled, which is as follows:
