Mohsen Hashemi, the former head of Tehran city council, also wrote in a note in Sharq newspaper:
“The promises and performance of Tehran’s urban management in one year show the disregard for the five-year plan approved by the Fifth Council and experts, and most of the big promises are made at the level of the country and the government”.
