Amani added: the municipality can not have a policy in the budget other than the policy set for it by the council, and if you did not want to act in practice, you would at least observe it in appearance and merge the budget of these two tables and write the council’s communication policies. What information do we have in Tehran Municipality and what aristocracy do we have about the macroeconomic issues of the country that we increased the municipal budget by 53% compared to the previous year? One of next year’s sources of income is the creation of assets and property, while this beautiful title will be nothing but the sale of municipal residential and commercial property in a new way, and only creditors’ contractors will welcome it from the municipality.

He said: “Assuming the fulfillment of the five conditions that our friends say we have coordinated with the stock exchange; That is, we started selling real estate again, but with a new title; That it will not be considered a place of stable income. None of the companies and organizations had any income last year, and only one company and one organization had income, and they deposited it in the municipal account, and these two organizations and companies that deposited it are not at all equal to the number provided in the budget; How did you put 500 billion tomans of revenue for a municipal company in this year’s bill, when less than 100 billion tomans have been transferred to the municipal account this year?

He added: “According to all council members and the mayor of Tehran, the most important current challenge in Tehran is transportation.” Something that people are dealing with on a daily basis. We all feel threatened and when we wake up in the morning we pray that there is no accident on the subway. With this situation, in the proposed municipal bill, the transportation budget has not increased at all in proportion to the 53% increase in the municipality, and its increase is 24 and a half percent of the total municipal budget. This is while in the budget without amendment in 1400, 31% and with the amendment 34%, the share of traffic transportation was from the municipal budget. This has dropped from 34% to 24.5%.

Amani, stating that according to the law, at least 40% of the municipal budget should go to the construction and development budget, said: with the deduction of the expenses of the mission areas, the share of construction in the budget of Tehran Municipality is 35%; That is, 5% of the minimum specified by law has decreased and in contrast, the share of the social sphere has increased by 102% with 5,686 billion tomans. If you compare the two, you will see that there is no balance between the mission areas of the municipality; Therefore, for these reasons, I suggest that the ceiling of 57,800 billion tomans should not be approved in any way, and any ceiling that is to be approved, this balance should be established between the resources and expenditures of the municipality.
