Three demands of the oil workers: What happened to the status of contract-veterans and oil martyrs?


According to the economic correspondent of Fars News Agency, the Ministry of Petroleum of the 13th government started working in the shadow of neglecting the livelihood of oil workers during the last 8 years and aggregating the demands of oil workers from official employees, temporary contracts, contractors, retirees and veterans with huge volumes. It faces problems and obstacles in improving the current situation.

In the meantime, it seems that the approach of the Ministry of Oil is not to ignore the demands of oil workers, nor to control the media and streamlining against the living conditions of oil workers, but in the new era, depending on the wealth and capability of the ministry, several meetings will be held. In the past, Minister of Oil Javad Oji and Deputy Minister of Management Development and Human Capital Development Mehdi Ali Omadi have provided clear explanations about claim No. 1. Paragraph “f” of Article 44 deals with the conversion of the status of “temporary contract veterans” of the Ministry of Oil into a specific contract.

In this regard, Javad Oji, noting that the Ministry of Oil has 103,000 volumetric or contract forces, about 34,000 temporary contract workers and 2,000 fixed-term contract workers, added: We have the same amount in the Ministry of Oil. This is the subject of Note 20 of the law, and there is no doubt that it is not opposed to it, and the situation for the forces of the martyrs will surely change. “There is a process to do this and it will take time to verify it, but we hope and intend that by the next year all the dedicated forces of the Ministry of Oil will be recruited in the field of contractors, temporary and fixed-term contracts.”

Alimmaddi, Deputy Minister of Management and Human Capital Development of the Ministry of Petroleum, also explained about the self-sacrificing beneficiaries: All those involved have been declared enforceable. Most of the work has been done to change the status of these employees and in order to complete the activities, today (September 15) we will have a meeting with human resources managers at the Ministry of Oil and in our efforts to develop mechanisms and remove obstacles ahead, this process by the end of the year “Let’s finalize and fulfill all the commitments of the oil industry in this matter.”

Field studies also indicate that this promise of the Minister of Oil is being pursued and fulfilled, and the positions of those involved are being sent and finalized.

* The proposal of the Ministry of Oil to open the blind alley to change the status of contract workers

The second case of the oilmen regarding the status of the employees subject to paragraph “d” of Note 20 of Budget Law 1400 is related to the employment of “contract veterans”. In other words, according to this law, the Islamic Consultative Assembly has obliged the Ministry of Oil to change the status of all those covered by this clause in the Ministry of Oil. Of course, some of the current problems of human resources of the Ministry of Oil are due to the combination of 8 years of inefficiency of the 11th and 12th governments, and it is natural that these problems cannot be solved overnight.

According to the economic correspondent of Fars News Agency from the Ministry of Oil, the implementation of paragraph “d” of Note 20 requires the existence of infrastructure. During the field surveys, a large number of forces of third parties are subject to the conditions announced in the bylaws of this law, which number between 30 and 50 thousand people. Due to the large number of these inmates, it is not possible to change the status of all of them at all, because there are not so many organizational positions in the Ministry of Oil.

In this regard, the Ministry of Oil plans to hold a meeting with members of the Islamic Consultative Assembly to further examine the implementation of this legal clause. It is clear that creating a commitment for contract workers and the inability of the Ministry of Oil to fulfill the commitment will cause frustration and frustration in this part of the oil industry manpower, which is strongly contrary to the spirit of the oil industry activities. In the meantime, it seems that one of the leading solutions is to give a 25 percent quota to contract workers in future recruitments in the Ministry of Oil.

The third case is about employing the children of death due to work and changing the status of white blood martyrs. It seems that the directive related to this demand, which was canceled during the time of Bijan Zanganeh, is being revived, and according to the information received, those involved in this issue will be examined by their respective companies.

In this regard, the assistance and human resource management units of these companies should investigate the issue and through the CEO of the main companies to the Deputy of Management and Human Capital Development of the Ministry of Oil to reflect and obtain the relevant licenses. According to the news received, the Ministry of Oil will look at this issue with a positive view.
