Urban management solution to eliminate garbage / the smell of the airport route

Fars News Agency Social Group One of Tehran’s problems in the past few years has been the issue of garbage collection. There is a lot of criticism on this issue. The new city managers have promised to solve the problem.

For years, some of Tehran’s waste has been buried in Arad Kooh, but this is not going to happen anymore and the waste will be separated from the source.

The master plan for waste management was approved in the previous period of urban management and there has been a discussion about the separation of waste from the source.

Regarding the latest situation of waste collection in Tehran, separation of waste from the source, unpleasant smell of the airport route, unpleasant smell that is emitted in Tehran in the cold season, landfilling, etc. with Mohammad Mehdi Azizi, head of Tehran Municipality Waste Management Organization We sat down for a conversation.

Garbage collection in Tehran is not done well and there are problems in this area. Members of the Tehran City Council have repeatedly warned in this regard and called for solving this problem. What are your plans for solving this problem?

Change of priorities with the opinion of consultants / change in the method of waste collection

The comprehensive plan for waste management in Tehran has been approved by the Islamic Council of Tehran and the Tehran Governor’s Office has also approved it. Our actions are based on the comprehensive waste plan. Of course, with the emphasis of the mayor of Tehran and the Islamic Council of Tehran, the priorities are being considered, and of course, consultants are working in this field to shift the priorities. Changes in the way waste is collected, changes in lifestyle and emphasis on social responsibilities will be among the measures.

Medium-term and long-term plans have been written in the comprehensive plan of waste management in Tehran, and we will move according to this plan.

Where did the construction of specialized waste recycling centers or MRFs go? One of these centers was to be ready for operation soon.

Regarding the method of waste collection in Tehran, I must say that we will open the MRF factory in four areas of Tehran in the next 7 to 8 months. Of course, these factories cover 12 areas of Tehran, which will cover them completely.

Regarding the operation of these factories, I must say that the specialized recycling center, or MRF, is an advanced center that recycles waste from the source. Also, in the “MRF” project, in addition to separating the maximum waste, the resulting leachate is also recycled.

The current method of garbage collection is not approved by us / we should move in the direction that less garbage goes to Aradkooh

Waste should be separated from the source and we should also create incentives in this regard, and if the waste is not separated inside the tanks, it will be separated in the MRF factories in the shortest possible time. The current method of garbage collection is not approved by us and this method must be completed. We must move in the direction that less waste goes to Aradkooh.

All MRF station equipment is internal / Opening of a station within the next 3 weeks

In the next 2 to 3 weeks, one of the MRF stations will be opened. I emphasize that these stations are domestically produced and this station will be unveiled in the next few weeks and all its equipment is domestic.

For many years, some of the garbage has been buried in Arad Kooh and we have seen mountains of garbage in this place. What are your plans to prevent the dumping of garbage?

We try not to throw garbage in Aradkooh. The processing steps have to be done and one of these steps is the discussion of MRF stations. We have plans to reduce landfills.

How far did the purchase of a waste incinerator for Tehranians go? It has been promised for years to buy this device, but it has not come to fruition. What are your plans in this regard?

Landfill of rejected waste / If we want to create a line of one thousand tons (waste incinerator) requires 400 billion tomans of investment

Part of the waste in Tehran is rejected, which is currently buried. This rejected waste can be incinerated and turned into raw materials for burns. Of course, we have entered into negotiations in this field, if we want to create a line of one thousand tons, it needs 400 billion tomans of investment. Of course, we are doing research in this field and we have to see what the output of consultants will be, and if this is done, good work can be done.

Consumption pattern change / In the comprehensive plan of waste management in Tehran, the issue of waste incineration has not been seen

Here I must say that in the comprehensive plan of waste management in Tehran, the issue of waste incineration has not been seen. If we change the consumption pattern, there is no need for incinerator at all. Some of the waste is composted, 30% of the waste is recyclable and a small percentage of the waste is rejected. If we can change the consumption pattern, we can do good things.

Some of the wastes in the metropolitan area of Tehran are bulky, such as branches, tires, etc. At present, a center in District 18 of Tehran Municipality was intended for the recycling of bulky waste. Do you have any plans to develop these centers?

Launching 3 more bulky waste recycling sites in Tehran

2-3 more sites will be added and we will recycle bulky waste in this section. Our main goal is not to send garbage to Kahrizak and separate it at the source. New sites will be launched soon. One of these sites will be in Abali, Jahshi and District 5. We are taking steps, we are doing our best to ensure that recycling is done well.

It has been promised for years to separate waste from the source, but this action has not been done properly. What is your plan in this period of urban management for proper separation of waste from the source?

We need citizen participation to separate waste from the source / 20-year vision in the comprehensive waste management plan for separation from the source

The issue of waste separation from the source in the comprehensive plan of waste management in Tehran has been seen as a 20-year perspective. We must act step by step in this field and give the necessary training and move in this direction. Part of the infrastructure, such as recycling booths and applications, has been created. We need the participation of citizens to separate waste from its source

It has been announced many times that the bins are going to be collected or deformed. What are your plans in this regard?

53,000 waste bins in Tehran

From two million waste bins in the capital, we have reached 53,000 bins. Of course, advice in this area is being studied. In all countries, garbage bins are located either under the ground or on the ground, etc. It is not that there are no garbage bins at all, but the consultant is studying to determine the outcome of the work.

The waste reduction or reduction plan is part of the comprehensive waste management plan of Tehran Municipality, which was carried out in the previous period of municipal management. One of the goals of this project is to reduce waste production, change the format of reservoirs, use the capacity of startups and new technologies to provide cultural education to citizens. The cup plan was made, but it was not necessary and sufficient. What are your plans in this regard?

About 5,000 tons of waste is produced daily in Tehran.

As you said, the cup plan is a waste reduction plan. In the previous period, efforts were made in this field, and of course those efforts caused the amount of waste production to decrease, and now we have about 5,000 tomans of waste per day. Consumption patterns also changed slightly. We also have plans in this regard. We also try to reduce the landfill in Aradkooh to less than 10%.

Some government officials have stated that it would be better to relocate the Aradkuh center, and several issues have been raised in this regard. Of course, the officials of the municipality at the time also announced that they were prepared in this regard, but this work is costly and not necessary. Managers said they would agree if the government insisted. Will the location of Aradkooh change during this period of urban management?

It is not that we can easily move the landfill / We are also ready to move Arad Kuh but this is not the solution

The issue of relocating Aradko has been raised many times, but this is not a solution and we should not move garbage to Aradkooh. Of course, consulting companies are working in this field to introduce a new place. The infrastructure that is currently being built in the center of Arakuh has cost a lot, and it is not that we can easily move the landfill.

We have to work in software and plan in such a way that the amount of waste is reduced. If the infrastructure is provided, we are also ready to move Arad Kuh, but this is not the solution and the problem will not be solved by moving.

One of the main culprits is the unpleasant smell of the airport route at the landfill in Arad Kooh, although other centers are also involved in producing this smell. There have been reports in this regard, but he is one of the main culprits of Aradkooh. Explain what you plan to do to get rid of this odor.

The issue of unpleasant odors has been raised for 4 to 5 years. We used to have a landfill, but it did not smell

The center of Arad Mountain is 12 km away from the road. Now my question is, Imam Khomeini Airport has been operating for many years, but the issue of unpleasant odors has been raised for 4 to 5 years. We used to have a landfill, but it didn’t smell. Why has it been created in the last few years?

This odor can have different causes and other devices are involved, but studies have been done in this area. But let us also tell you why it did not smell five years ago.

Every year in the cold season of the year, an unpleasant odor is emitted in Tehran and the exact cause is still unknown. Some people blame mercaptan gas, but it is not clear exactly what is the cause of this odor? Do you have any plans to detect this odor?

Installing a device to detect unpleasant odors in Tehran / We have social responsibilities that we must act on

Devices have been installed in this area and we are completing the process to determine the cause of the odor. Of course, they repeat my questions that this smell has been spread for several years, but we have been burying garbage for many years. I do not want to condemn anyone, we have social responsibilities that we must fulfill. We will do something to improve, and in the field of waste, we will seek more separation from the source and we will seek to reduce waste production.

The problem of garbage collectors has existed in Tehran for many years. What are your plans for collecting garbage?

As long as the waste is separable, the dust collectors will continue to work

To solve this problem, proper separation from the source must be done. If the waste is not recyclable, there is no more scapula. All problems start where the waste is mixed. We urge people to participate in the segregation debate so that we can do it right. We have also provided incentives in this regard to encourage people to separate waste from the source. If waste is separated properly, it will definitely not be garbage collection. I would also like to say that garbage collectors are not poor people and they work more as a network, so when garbage is separable, garbage collectors will continue to work.
