He added: A lot of effort has been made in this regard; But a review of what has been done and the attitude in it should be done, so that we realize that we need to take fundamental and revolutionary steps. A revolutionary step is a state-of-the-art work, but it requires study, prediction, elimination and foresight, looking to the future and planning, and all The components of the organization and the judicial system and all the executive bodies that we believe all have the mission of executing justice; But the head of the system is the judicial system.
Ayatollah Raisi stated that the administration of justice must be formed with the presence of all executive, economic, social, cultural and political institutions in the society, and emphasized: it must be clearly determined whether the class gap in the society has increased or decreased and with the indicators The measurement shows that justice has increased or the gap between the rich and the poor has increased.
The head of the judiciary added: Of course, these are academic matters and we do not have an academic discussion here; Because these discussions belong to universities and scientific circles, intellectuals and researchers.
He stated: As the judicial department, we have a serious mission in fighting corruption and enforcing justice.
Ayatollah Raeesi added: The duty of all of us today is that in this second step, all elements play a role in the implementation of justice, and all the judicial and executive colleagues of the organization and the employees of the judicial system must participate in this development.
The head of the Judiciary said: No one should be absent in this movement and should not move normally, because they are left behind in the caravan, there should be a relationship between this group and they should move together.
Emphasizing that a turning point must be completely passed, he said: The turning point is to see the shortcomings and problems of the work from the explanation given by the Supreme Leader and to fix them quickly. Ayatollah Raeesi said: People should feel that justice and fight against corruption can be done and justice is safe. Referring to the respect for judges, the head of the judiciary added: Respect for judges, employees, litigants and all clients and respect for all together is an important principle, and dignity is paying attention to all those who appear in court and feel justice and Their affiliated organizations treat them with dignity.
Ayatollah Raisi emphasized that we consider dignity as a principle and stated: Dignity must be there for all those who are related to the judiciary, justice and related organizations, and maintaining dignity, solving livelihood and welfare problems is definitely on the agenda.
Ayatollah Raisi added: We should not do anything that distorts the administration of justice, and it is very important to observe them in getting facilities, and if there is a possibility, it should be distributed fairly.
Referring to the way his colleagues communicate with him, the Head of the Judiciary stated: Currently, material is being transmitted to me through digital networks; But a system is also being implemented.
Ayatollah Raisi continued: The opinions of the loved ones that have been presented are very positive and can be useful, and we will use them.
Referring to the issue of the judicial police, the head of the judiciary emphasized: We have raised the issue of the judicial police for years and even some measures have been taken and agreements have been made. But the work is stopped in the middle. As a colleague of yours in the judicial system, where I have worked for many years, I feel that the revival of the judicial police is more necessary than ever, and this necessity is felt by all those who know the system.
Stating that we include the issue of judicial police in the agenda, he added: measures have been taken and persistently carried out by the former heads of the judiciary and officials; But it has not reached a clear place. Like you, I am of the opinion that the creation of judicial police helps to create a specialist police.
Ayatollah Raisi, while thanking the police force that helps the judicial system, said: The police force will be with the judges and the judicial system.
Referring to the speech of the staff representative, the head of the judiciary stated: I understand their problem that the judiciary does not explain its activities to the people as much as it works. At the time of entering the province, I was faced with reports and heard some points that made me realize that there is a defect, while this issue is not against sincerity.
He continued: People should know how hard the justice officials are trying to shorten the trial time. Affiliated organizations can also report their actions.
Recalling the Supreme Leader’s meeting with judges and officials of the judicial system, he said: His Highness also said that one of the shortcomings of the judicial system is that it does not report to the people in the artistic way it operates. In my opinion, this issue is one of the shortcomings that must be resolved.
Ayatollah Raeesi added about the entry of people without an employment test: this should not be done, everywhere in the country the recruitment of people should be done according to the criteria, so conditions should be put in place so that the best are recruited into the judicial system.
Stating that the recruitment of people should be regulated in other institutions, he said: One of the manifestations of justice is recruitment in the country’s administrative institutions. We must provide conditions for the people so that if an organization needs manpower, it can attract efficient manpower with equal conditions so that people can run in this field and the best ones are selected.
The Head of the Judiciary added: Of course, if there is a special specialist in a place where they are needed, or if there are few people with a certain level of education or expertise, naturally, special recruitment will take place; But the public of recruitment should be in such a way that people feel in recruiting, maintaining forces and giving facilities and capacities.
He continued: I completely agree with the opinion that recruitment and recruitment should be done in the country’s judicial organization and administrative organization and everywhere on the basis of justice, so that the future-making youth of this country feel that the administrative organizations move fairly.
Ayatollah Raeesi continued: It may not be possible for someone to be attracted to a system, but it is better if they gather together in a group of relatives. Relatives are good, but without a doubt there are other people besides them who, if they are qualified, can be attracted to the machine with good capabilities.

Stating that productivity should be shown in statistics and in the quality and performance of judges and employees, he emphasized: We should not sacrifice quality for quantity. Sometimes we see that people’s rights and files have been lost because the statistics increase in a branch, which is definitely not permissible. We have to make productivity the basis of work and pay attention to the real function, one of which is statistics.
Ayatollah Raisi said about the Dispute Resolution Council: We have a law on this issue, but we still need to strengthen it. Our foundation in the Dispute Resolution Council is to revive the capacity for peace and reconciliation.
Referring to the recent circular about the dispute resolution council, the head of the judiciary added: We should be able to reduce a number of court cases. The cases that start with a private plaintiff and end with the consent of the private plaintiff should be able to be closed by the elders and experts.
He continued: Some people think that we have created jurisdiction, but this is not the case, and we restored the jurisdiction of the Dispute Resolution Council.
Ayatollah Raisi stated that the dispute resolution council law should be sent to the parliament and added: an amendment proposal will also be submitted to the parliament and the status of employees will be clarified under this law, meaning that men and women who cooperate with the dispute resolution council in this The amendment will clarify their situation and they will come out of this situation.
The Head of the Judiciary continued: We are looking for this amendment to be submitted to the parliament in the next few months, so that maybe this issue can be determined during the same period of the parliament.
Recalling last night’s meeting of the heads of the forces, he added: “Last night, I informed the Speaker of the Parliament of the matters that need to be approved by the Parliament, and he also promised that he will try to bring these matters to the judicial system during the same session of the Parliament.” and be approved.
Ayatollah Raisi said: We have sent seven delegations to the provinces of the province, and in the meetings of the High Council of the Judiciary that will be held in the province, we have raised a series of problems and we are trying to resolve these issues.
