What is the story of Saipa’s new tax?

According to Tejarat News, as recently reported by the media, Saipa cash registrants have noticed the new paragraph of transfer tax in their invoices. What is the story?
Last week, the deputy head of the tax administration announced that taxes would be collected from domestic manufacturers or assemblers or car importers in the first transfer to buyers, and this plan has been implemented by Saipa for the first time.
According to Mohammad Masihi, importers and factories manufacturing and assembling various types of vehicles must pay the transfer tax subject to this article, based on the reference mentioned in Note (1) of Article (28) of the said law, at the rate of one percent from January 4th. Apply for all kinds of domestically produced cars and two percent for all kinds of imported cars.
Why only Saipa?
Hashem Hekmeh, Saipa’s public relations manager, explained to Tejaratnews in this regard: “Transfer tax from the customer is a decision that the government has set.”
He added: Saipa company is also the initiator of this project and other car manufacturing and assembling companies will implement it soon.
Why was the transfer tax added?
Amir Hassan Kakai, an expert in the field of automobiles, said in an interview with Tejarat News: The Minister of Economy has recently announced that the government in the tax system goes to 10 to 15 thousand people who have capital in their hands and evade paying taxes.
“Taxation is the best way to govern in the 21st century,” he said. We will probably see new taxes in the future, but there are some things to keep in mind.
Lack of budget and pressure on people
Kakai added that the government is facing a budget shortage and wants to cover its deficit. But why does the law always include the general public, which has its own problems, and does not put pressure on those in power?
He continued: car prices are very high due to inflation in the country. But the government taxes the person who consumes the expensive car.
“The government should try to reach out to the big ones who do not pay taxes,” Kakai said.
The automotive industry expert said: “Even if even four percent of the rich people in the society are under the microscope, there is no need to put pressure on the general public.”
Kakai explained: “Despite this action, car companies such as Iran, Khodro and Saipa to collect transfer taxes are legal.”
