According to Ahmadi Nouri, the neighborhoods targeted for reconstruction often have narrow passages to which it is not possible to provide relief services in the event of an accident.

In addition, renovation units in dilapidated structures are subject to other incentives under the Housing Production Leap Act, including reduction of building permit tariffs and tax cuts.
