According to Fars News Agency, due to the history of rural areas management with the Jihad-e-Sazandegi approach in the Ministry of Jihad-e-Agriculture, as well as the existence of formal executive and operational bodies up to the village and informal level (organizations) in villages in the Ministry of Jihad-e-Agriculture. it’s inevitable.
Rural areas and as the main and primary centers of the formation of ancient Iranian civilization and the center and central nuclei of production, are of strategic importance in creating and maintaining political and economic independence of the country, especially in terms of food security. Despite the importance of rural areas in the last two decades, contrary to the law establishing the Ministry of Jihad for Agriculture, the residential, spatial and productive dimensions of rural and nomadic areas have been separated and the result has been rural areas with urban appearance and lack of economic and productive function.
This issue has caused many injuries and problems, including the increase of rural migration to cities, the evacuation of villages, the abandonment of agricultural production, and the phenomenon of marginalization in cities.
According to the Statistics Center, in the early years of the Islamic Revolution, the population of rural areas was 67% and the population of urban areas was 33%, but today, according to the 2016 census, the population of rural areas has reached 26% and the population of urban areas has reached 74%. It shows that the share of Iran’s rural population will reach less than 16% by 2050.
One of the most important reasons for this drastic demographic change, which has many economic and social consequences, is the lack of unit management. Currently, up to 25 executive bodies in the field of rural areas are operating without the slightest supervision, coordination and without specific and coordinating policies, perspectives and indicators.
Lack of uniform, coordinated and optimal management of rural areas while the population of these areas (21 million people) alone is more than the population of 140 countries, including Romania, Chile, Bolivia, Sweden, Switzerland, Paraguay, Finland and New Zealand, but These areas continue to suffer from a lack of an efficient and accountable trustee and have fallen victim to the uncoordinated policies and programs of the executive branch.
* Solution for efficient management of rural areas:
“Establishment of Jihad-e-Sazandegi Deputy in the Ministry of Jihad-e-Agriculture with the aim of cohesion and integration of policy-making, management and optimal organization of rural areas”
Simultaneously with the beginning of the Islamic Revolution, the great movement of constructive jihad in 1979 with the historic decree of the founder of the Islamic Revolution and the slogan “All together constructive jihad” caused the movement of volunteer forces to villages and deprived areas to serve, expand social justice and support the poor. Provided a village. In a short period of time, this revolutionary institution left a unique record by providing valuable services in the field of deprivation, empowerment, development and renovation of villages and remained in the minds of a successful model.
Despite the successful experiences and unparalleled achievements of Jihad Sazandegi, with the approval of the “Sixth Assembly of the Islamic Council” and the distribution of specialized tasks of Jihad Sazandegi among the various executive bodies, the revolutionary institution was dissolved and abandoned.
After the dissolution of the constructive jihad, the rural areas practically lost their serious guardians, advocates and supporters, and this paved the way for the intensification of forced migration from the villages and the emergence of the phenomenon of marginalization due to lack of sustainable employment and adequate income and livelihood.
Parallelism, incoherence in management and planning, lack of continuous field supervision, centralized planning, dominance of technocratic and bureaucratic approaches in the executive apparatus and lack of attention to the rights of villagers and lack of shelter and shelter at the field level are among the most important consequences of jihad. It was a rural area.
At present, with the beginning of the 13th government, which followed the alignment of the revolutionary forces, the conditions for reviving the constructive jihad under the Ministry of Agricultural Jihad have been provided. The rural areas of the country will be blown away.
