This issue has caused many injuries and problems, including the increase of rural migration to cities, the evacuation of villages, the abandonment of agricultural production, and the phenomenon of marginalization in cities.
According to the Statistics Center, in the early years of the Islamic Revolution, the population of rural areas was 67% and the population of urban areas was 33%, but today, according to the 2016 census, the population of rural areas has reached 26% and the population of urban areas has reached 74%. It shows that the share of Iran’s rural population will reach less than 16% by 2050.
One of the most important reasons for this drastic demographic change, which has many economic and social consequences, is the lack of unit management. Currently, up to 25 executive bodies in the field of rural areas are operating without the slightest supervision, coordination and without specific and coordinating policies, perspectives and indicators.

Parallelism, incoherence in management and planning, lack of continuous field supervision, centralized planning, dominance of technocratic and bureaucratic approaches in the executive apparatus and lack of attention to the rights of villagers and lack of shelter and shelter at the field level are among the most important consequences of jihad. It was a rural area.
