Will it be harder for carmakers to pre-sell?

According to the online economy report quoted by ISNA, after the accident of a chain of 50 cars on the Behbahan axis, the issue of car quality was highly criticized; To the extent that the traffic police chief likened domestic cars to death chariots.
In this regard, Mehdi Islampanah (Head of the National Standards Organization) attended a special news talk show, while explicitly emphasizing that the standard floor has been set for domestic automakers, but they refuse to implement these minimums under various pretexts. He pointed to the one-month deadline for carmakers to reform the structure and said: “Carmakers must fulfill their obligations to the people and improve the quality of production;” Otherwise, the numbering of vehicles will be prevented with the cooperation of the police.
After that, last Wednesday (February 26), the organization (National Standard Organization of Iran) in order to protect the rights of consumers, after a period of one month to improve the quality and safety of cars, 15 responsibilities, duties and legal obligations Drawn and notified to automakers for implementation through the Ministry of Industry, Mines and Trade; Accordingly, the automakers, by attending the National Standard Organization of Iran, pledged to fully implement these tasks.
The communiqué stated that automakers would be required to comply with legal regulations; This raised the question in the minds of many people and audiences as to whether automakers have ever disobeyed the law and have recently been required to comply with the law.
Paragraph (2) of these 15 laws defines that if the time interval between the production of a car and its supply to sales agents and delivery to the customer, according to the report of the inspection company, is more than two months, car manufacturers are obliged to immediately through the inspection company. Inspect all the mentioned vehicles in terms of the health of rubber, plastic and polymer parts of the battery, sanding, body depression and other damages caused by natural factors and submit the report to the National Standards Organization of Iran.
Also, according to paragraph (6) of this communiqué, car manufacturers are obliged to strictly refrain from pre-selling cars before obtaining type approval, and to stop any advertising activities as soon as the type approval is suspended or revoked.
Mehdi Islampanah, head of the National Standards Organization, also said that two weeks ago we promised to change the quality of domestic cars; Accordingly, 15 new legal duties were defined, each of which is effective in discussions such as the performance, safety and quality of domestic vehicles. The assignments were signed by automakers and officials from the Ministry of Industry, Mines and Trade, and automakers were required to re-inspect any vehicle that stays in warehouses or parking lots for more than two months and repair any damage before delivery to the consumer. Automakers are required to notify the National Standards Organization immediately of changes in order to obtain approval approvals and type certificates; This will be the responsibility of the CEO of the automotive group.
Based on this, it seems that due to the high volume of depot cars and cars that can not be marketed and commercialized after production for any reason, the work of car manufacturers has become a little more difficult. While the car manufacturers in their pre-sale plans definitely use the cars produced in the previous months for the delivery of the cars, and naturally not all the delivered cars are produced in the same month. For example, a car manufactured in July by a car manufacturer, which was incomplete due to the large number of parts and could not be commercialized, may be completed in December of the same year by supplying the required part and wants to be delivered to the customer. Being re-evaluated qualitatively can make things harder for automakers.
