Will the umbrella of privatization be opened for national housing? – Tejarat News

According to Tejarat News, the construction of national housing is currently facing many obstacles, and it is expected that the new Minister of Roads and Urban Development, taking lessons from the past, will take a better approach to solving the problems.
According to ISNA, the first year for the National Housing Movement project was not very successful, but maybe in the second year, the obstacles will be gradually removed. As the head of the Housing Foundation has said, the project process was delayed in the first year due to location, land supply, design and coordination with other institutions, but in the second and third year, we continue the work with more speed and try to fulfill our commitments.
The experience of the past 15 months shows that the National Housing Movement project has faced at least four shortcomings, including high-quality and buildable land, bank facilities, applicants and mistakes in planning. Inflation of construction materials also constantly changed the estimates of the cost price.
Over the past year, the Ministry of Roads and Urban Development had mainly assumed the role of a contractor; While according to the experts, in order to speed up the implementation of the projects, the works should be handed over to the private sector and their activities should be monitored. In that case, maybe speeding up the implementation of plans would lighten its inflationary burden. According to the latest calculations of the Supreme Housing Council, the average construction price of each square meter of the units of the National Housing Movement is estimated at 8 million tomans.
Privatization is the way out of national housing challenges
Although the speech of Akbar Nikzad, the head of Maskan Foundation, is about the problems of the first year of the project, it is related to the work area of the foundation, but it can be part of the challenges that the whole National housing He faced it in the last year; Challenges that are expected to be solved by the future Minister of Roads and Urban Development.
Unfortunately, the main problem of the National Housing Movement project regarding the supply of resources still remains. This problem originates from the dryness of bank resources and the inability of applicants to provide funds; Two problems that caused the stagnation of projects and criticism of the Ministry of Roads and Urban Development; until finally the president agreed to the resignation of Rostam Ghasemi, the Minister of Roads and Urban Development.
The loan facility of the National Housing Movement Plan was 360 thousand billion tomans in the first year, to which another 360 thousand billion tomans should have been added in the second year. But what was actually paid during the past year was less than 60 thousand billion tomans, which was paid only by Maskan Bank and other banks did not perform in this regard.
Provision of national housing in the group of direct connection with the privatization sector
A member of the board of directors of the mass builders’ association of Tehran province said about how to provide resources for the national housing movement plan: “If the future minister of roads and urban development wants to take action for housing, he should establish direct and continuous communication with the private sector.” To provide credits National housing Banks should also be obliged to pay debt facilities, an important part of the resources can be provided in the form of partnership contracts.
According to him, whoever is going to be the head of the Ministry of Roads and Urban Development, in my opinion, the first step and the most important step should be to set his program on direct and continuous cooperation with the private sector; Something we have not seen in the last 15 months. In fact, this group wanted to give a plan, procure land, sign a contract, and supervise. The result was that not much progress was made in the National Housing Movement project.
Mohtsham added: The government should introduce its lands and sign partnership contracts with the private sector. This participation can lead to some mobility of projects; Because builders get involved in projects for their own interests and try to advance projects with good quality and speed.
Consequences of delays in the implementation of national housing
Also, Iraj Rahbar, the head of the Mass Builders Association of Tehran Province, pointed to the increase in the price of construction inputs and reminded: During the past two years, when the national housing plan was started and then merged with the national housing movement, due to the delay in implementation, the price of construction inputs increased. . Rebar went from 4,000 tomans per kilo to 20,000 tomans, and cement, which was 17,000 tomans per bag, went up to over 50,000 tomans and recently reached 70,000 tomans.
He stated: There was supposed to be an interaction with the Ministry of Security so that the price of construction materials would be accompanied by a reasonable relative stability. The issue of construction materials card to builders or direct purchase from factories was brought up, none of which took an executive form. Instead, the material entered the stock market. The nature of the stock market is profitability, and in this process, the price of construction materials increases.
According to the leader, factories producing construction inputs receive cheap energy, and for that reason, they should give the materials to the construction sector at a reasonable price. This energy they use is for all people and they should help provide housing for the needy.
