Women in the past year/from the loan guarantee fund for women heads of households to the congress of influential women

Fars news agency’s women and youth group, Naimeh Mohd. 1401 was a year full of ups and downs for women. Women and the issues related to this section of the society have always had many concerns and issues to consider. But apart from the events that happened at the community level centered on women or issues related to them, the presidential women’s deputy was also busy this year and made efforts to solve the concerns of women and families.

In this report, we have a look at the activities of the vice president’s women and family in 1401 and the positions with which this vice president tried to take the burden off the shoulders of women in the society. In addition to that, the laws, bills and plans that this vice-president emphasized on their implementation and changes were made in them last year are also reviewed.

Efforts to improve the safety of women

Perhaps it is better to start this report with the last event of 1401 centered on women. The “Protection, Dignity and Security of Women Against Violence” project, which is also known as the “Prohibition of Violence Against Women Bill” is one of those high-profile bills that have undergone many changes in previous governments.

In the last days of 1401, this bill was once again approved by the social commission of the parliament with a name change to “preventing women from being injured and improving their security against abuse”.

The bill “Preventing women from being harmed and improving their safety against abuse” consists of five chapters including general rules, protective and preventive measures, supervision and monitoring, crimes and punishments, and procedural rules and 51 articles.

Good news for budget 1401

Reviewing and amending the 1401 budget had good news for women. Ansieh Khazali, the vice president for women and family affairs, announced this news at the meeting of the government board and said: “This year’s budget has grown by fifty percent, and one percent of the budget of all institutions is supposed to be allocated to the programs of the women and family vice president. In all budgets related to welfare and the Ministry of Interior, priority is given to women heads of households. Sometimes, like last year, a special budget is considered specifically for them by the parliament, which we hope will be done this year as well.”

Congress of Influential Women

Just in the days when the United Nations canceled Iran’s membership in the United Nations Commission on the Status of Women in a resolution proposed by the United States and for political purposes, Iran hosted 14,000 influential foreign and Iranian women in the form of two national and international congresses.

This program was organized by the Vice President of Women’s Affairs to identify and introduce influential women in various scientific, economic, cultural, employment and entrepreneurship, economic, research and innovative fields, and many of these women were honored.

Meetings of the National Headquarters of Women and Family

Let’s go back to the beginning of last year. Where in April 1401, the first meeting of the National Headquarters of Women and Family approved 2 resolutions. The second meeting of this headquarters was also held with the presence of the president on the 7th of January last year, which resulted in the approval of four important resolutions in the field of women and family.

The approvals of these two meetings include the establishment of a guarantee fund for women heads of the household, the improvement of the structure of the vice president and advisers related to the vice president’s office for women and family, a plan to reorganize the employment status of women, a proposed plan in the area of reducing the damage of divorce with the help of counseling for new couples, and the women’s employment system. , the comprehensive statistical system of women and family and the formation of the working group of women, health and security.

Allocating 25% of the country’s managerial field to women

Last year, the Presidential Women’s Office paid special attention to improving the managerial status of women in job structures. According to the announcement of this deputy, it was decided that 25.2% of management positions at the high, middle and executive management levels of government institutions in the field of power and decision-making will be assigned to women.

Establishing a loan guarantee fund for women heads of the household

The formation of this fund was also one of the important actions of the women’s deputy last year. The benefit of this fund for women who are facing financial problems in creating employment for themselves is that from now on the government will be the guarantor of their job creation facilities.

The establishment of this fund, which was one of the actions of the National Headquarters of Women and Family, solved the problem of many female heads of households who could not use employment opportunities due to lack of guarantors.

According to official statistics, there are three million and 500 thousand female heads of households in the country. With the establishment of this fund for women heads of households in the first to fifth deciles who are not under the support of the Imam Khomeini (RA) Relief Committee, more than 2 million people can receive support using the facilities of this fund.

In addition to the initial credit of 500 billion Rials, another 100 billion Rials were provided by Refah Bank for the facility guarantee fund for women heads of households in order to include more women in this guarantee.

Rural Women’s Microcredit Fund

Last year, the women’s department devoted its most attention in the field of women’s employment to the priority of women heads of households and villagers and nomads. The creation of 4200 microcredit funds for rural women with the allocation of 1200 billion rials of government credit and the activity of 2 thousand and 390 women as members of the board of directors of knowledge-based companies were among the economic measures of the deputy in the field of women last year.

Social security insurance coverage for women heads of households, reducing the unemployment rate of women to 13.7%, female employers 1.2% of working women, sustainable business development, increasing women’s access to natural resources and implementing the national employment empowerment plan focusing on rural and nomadic women, among others. The achievements of the past year are in the field of women’s employment and entrepreneurship.

***

Although the actions of the women’s deputy last year include more cases than what was said, but for many of the cases that were listed, only approval or notification will not be the answer. The most important part of these measures is the implementation, monitoring and observation of its concrete results by the women of the country.

In the meantime, there are many concerns left on the ground, which hopefully this year will be prioritized by the actions of the presidential women’s office.
