Referring to the law establishing the inspection organization, he said: Article 11 of the law establishing the inspection organization stipulates that in cases of necessity, before the occurrence of misconduct and violations, the organization submits a warning report to the executive body so that no further action is needed.

He added: “One of the plans of the General Inspection Organization coincides with the coming to power of the new government and the change of members of city councils and mayors across the country, to hold awareness and briefing sessions for the executive apparatus.” The purpose of holding these meetings is to acquaint or remind some legal duties and also to pay attention to the regulations so that ignorance of the law and regulations does not cause deviations and violations.

If the weaknesses of internal networks are eliminated, people will usually welcome domestic networks as well. We have made specific suggestions in this regard in the report.”

Emphasizing the need to complete the National Intelligence Network, Hojjat-ul-Islam Wal-Muslimin Darwishian said: “Your recent positions show that you are seriously concerned about the implementation of the National Intelligence Network.” Unfortunately, work in this area has not progressed as expected and it is necessary to accelerate the operation of this network.

Referring to the transparency of the Ministry of Communications and Information Technology, he said: “The products and functions of the Ministry of Communications and Information Technology affect all ministries and even the whole country, both private and public.” The economic, social, cultural and even security areas of the country are affected by the Ministry of Communications and Information Technology, which shows the importance of work in the field of cyberspace.

Emphasizing on the implementation of e-government, a member of the Supreme Council of the Judiciary said: “E-government is supposed to be implemented in many years and in various fifty-year programs of the country, but it has not been completed yet.” Of course, we know that executive bodies with databases resist sharing information, which should be provided for in a valid executive guarantee law for devices to comply with the exchange of information.

He continued: “One of the approaches of the General Inspection Organization and the emphasis of the head of the judiciary on the anniversary of the establishment of the organization is intelligent and electronic monitoring, which usually helps to achieve this goal, which is very important.” The National Inspection Agency has access to a number of device systems; But developing this requires serious government efforts.

Referring to the performance of some subdivisions of the Ministry of Communications and Information Technology, Hojjat-ul-Islam Wal-Muslimin Darvishian said: “Another issue that is confirmed by the expert studies of the inspection organization is the financial crisis and the risk of bankruptcy of the telecommunication company regarding fixed telephones.” Good conditions must be provided for the development of landlines. The head of the National Inspection Organization said: The specific proposal of the National Inspection Organization regarding the problems of fixed telephone services is to remove the telecommunication network from monopoly. The monopoly has caused a lot of damage to different parts of the country, including this area.

He said: “There is no correlation between crimes and the volume and financial benefit of operators from committing violations, and this issue has provided the basis for the weakness of the Regulatory Authority and Radio Communications in monitoring operators and the quality of services provided to the public.”

Hojjat-ul-Islam Wal-Muslimin Darvishian also said about the space area of ​​the country: in the past, due to the lack of a clear roadmap in the field of space, we had problems in this area. Some of our contracts in this area have not yet been finalized. However, space is one of the serious needs of the country and can be used in many sectors.

Finally, he suggested that a working group be formed between the National Inspection Agency and the Ministry of Communications to review the items in the proposed package and implement its solutions.

In the continuation of this meeting, Issa Zarepour, Minister of Communications and Information Technology, while welcoming the gift package of the inspection organization and also forming a joint working group to follow the implementation of the materials of this package, said: We welcome the problem-solving approach of the inspection organization.
